The U.S. Mission in Accra, Ghana is seeking a highly motivated and qualified individual for the position of Geospatial Information Specialist. The Senior Geospatial Information Specialist will conduct data analytics using geospatial technologies to inform development programming across the sectors in which USAID works with a specific emphasis on strategic planning, program design, and monitoring, evaluation and learning. S/he will analyze data and generate data visualization products, including interactive maps and animated visualizations, to communicate analytical findings to internal USAID decision-makers and external audiences. BASIC FUNCTION OF POSITION:

•   The Senior Geospatial Information Specialist will conduct data analytics using geospatial technologies to inform development programming across the sectors in which USAID works with a specific emphasis on strategic planning, program design, and monitoring, evaluation and learning. S/he will analyze data and generate data visualization products, including interactive maps and animated visualizations, to communicate analytical findings to internal USAID decision-makers and external audiences.

•   The Senior Geospatial Information Specialist will also build the capacity of USAID bilateral missions and offices in West Africa to use geospatial data, analysis, and visualization products. S/he may also manage awards related to the procurement of geospatial technology, application of geographic analysis, and external sources of data that are relevant to USAID programming in sectors such as agriculture, economic growth, education, environment, governance, health, and human rights.

•   The Senior Geospatial Information Specialist will work closely with a Data Visualization Specialist, the Geographic Information Systems (GIS) Specialists at USAID bilateral missions in the region, and the USAID GeoCenter based in Washington, DC. These activities will be done under overall guidance of the RPO Director.

MAJOR DUTIES AND RESPONSIBILITIES % OF TIME

Specific duties and responsibilities include the following:

Strategic Planning, Technical Assistance and Program Cycle Advice for West Africa Regional Mission (40%)

•   Facilitate discussion among key offices within the West Africa Regional Mission to articulate a vision and plan for integrating geospatial information and analyses into strategic planning, program design, and monitoring, evaluation and learning
•   Assist with preparation of Regional and Country Development Cooperation Strategies (RCDS’s and CDCS’s), Project Appraisal Documents (PADs), Program Descriptions (PD) and Scopes of Work (SOWs) by incorporating data analysis and visualization to help set goals, objectives, targets and anticipated results. Present this information in compelling visuals
•   Provide on-demand geographic analysis and visualization products to inform programming decisions
•   Acquire, validate and manage a database of geospatial data, including retrieval of historic geospatial data previously funded by USAID
•   Provide technical advice to ongoing Mission programming; introducing and supporting policies and processes that enable the incorporation of data-informed decision making and analytical capacity in the Mission’s portfolio
•   Implement USAID’s geospatial standards (as defined by the USAID GeoCenter) regarding data collection and cartographic production
•   Serve as an Agreement/Contracting Officers Representative (AOR/COR) for regional buy-in procurement mechanisms related to geospatial and data analytics
•   Collaborate with the GeoCenter regarding the planning and implementation of geospatial capacity within the USAID Mission and with the geospatial community both the locally and internationally
•   Support integration of geospatial data and analysis into mission monitoring, evaluation and learning
Capacity Building for West Africa Regional (30%)
•   Work closely with Mission staff across teams and across sectors to review and identify optimal entry points for digital tools and analytical support
•   Prepare concept papers, background analyses and briefings to build support for the use of data visualization and data science techniques throughout the Mission
•   Communicate the value of data visualization to staff and provide basic training on principles of data visualization, specifically tailored to Mission needs
•   Consult with Mission staff to offer needs-based suggestions and demonstrations of utility of data visualization for planning and improving outcomes. In conjunction with Mission Communications staff, prepare and disseminate communications resources targeted to both internal and external audiences around data visualization
•   Actively participate in USAID’s global network of Geospecialists and Data Analysts and liaise with networks across West Africa to strengthen the Agency’s community of practice in GIS and data analytics.
•   Conduct training on best-practice data collection, management, analysis and visualization for Mission staff and USAID partners

Technical Assistance and Capacity Building for Bilateral Missions and Offices in the West Africa Region. (20%)

•   Serve a regional leadership and convening role with bilateral missions that have dedicated GIS specialists. Be an information resource for additional bilateral missions West Africa for hiring new GIS and data analysts.
•   In response to demand, facilitate discussions among key offices within bilateral Missions in West Africa to articulate a vision and plan for integrating data analyses into strategic planning.
•   Provide a technical perspective to ongoing Mission programming, introducing and supporting practices and processes that enable incorporation of data-informed decision making and analytical capacity in the Mission’s portfolio.
•   In response to demand, conduct analyses and visualize results to prioritize where development need is greatest (using publicly available data) and compare to analyses of where USAID is already working (using internal USAID data).
Technical Assistance and Capacity Building for Key Regional Partners. (10%)
•   Serve a regional leadership and convening role with regional partners that have dedicated GIS specialists. Be an information resource for additional regional partners for hiring new GIS and data analysts.
•   In response to demand, facilitate discussions among key partners to articulate a vision and plan for integrating data analyses into strategic planning.
•   Provide a technical perspective to partners, introducing and supporting practices and processes that enable incorporation of data-informed decision making and analytical capacity in their programming.

Qualification Required & Experience

Applicants must address each required qualification listed below with specific information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

•   Education: Completion of bachelor’s degree in geography, urban and regional planning, or other relevant fields
•   Work Experience: A minimum of three (3) years of professional-level experience in geospatial data management, analysis, and cartographic production; performance monitoring and evaluation; and/or the analysis and interpretation of large amounts of data and experience working in international development is required.
•   Language: Level IV English (reading, writing, speaking). S/he must have excellent written and oral English skills. Ability to write technical documents in English, to concisely summarize complex ideas and to edit work is required. (Language proficiency will be tested).
•   Job Knowledge: The Analyst must have strong knowledge of GIS and mapping technology, data analysis and visualization practices.

The incumbent must have:

•   Ability to apply geospatial technology for analyses related to such diverse sectors as agriculture, democracy and governance, economic growth, education, environment and health
•   Ability to apply geographic and data analysis to international development challenges, to inform solutions related to topics such as climate change, food security, human health, wildlife and human trafficking and urban planning
•   Experience implementing geospatial metadata standards, workflows, data-sharing protocols and GIS best practices
•   Ability to collect, manage and analyze remotely sensed and aerial data sets from disparate sources and in different formats
•   Ability to obtain, clean, visualize, evaluate and interpret factual data, and prepare concise, accurate and complete reports is required
•   Ability to communicate and work with a diverse set of individuals who have varying degrees of familiarity with geospatial analysis
•   Technical knowledge of industry-standard GIS software (Esri ArcGIS, QGIS, MapBox, Leaflet.js, CartoDB, etc.), and creation of geospatial data products in developing country environments
•   Strong quantitative skills in data collection, cleaning, processing, and reproducible analysis
•   Exceptional computer skills and knowledge of software program applications authorized for USAID use, such as Word, Excel and PowerPoint. (Computer/writing proficiency will be tested).
•   Effective communication skills to present and advocate for data, analysis, and visualization concepts, relevant USAID policies and guidance, data quality practices, etc., to USAID staff and implementing partners (IPs)

Overall Purpose:

YES-Ghana is recruiting a Field Supervisor who will coordinate all field and administrative activities in the hub (a field base/coordination point for field work), and serves as the first point of contact for other YES-Ghana staff. The Field Supervisor has administrative oversight of all activities of a Field Officer, Field Assistants and a Hub Training Assistant, including operations, communications, programmes, data management and finance. The Field Supervisor will spend up to 70% of their time based at the hub, and the remaining time on mobilisation in the field. The Field Supervisor reports to the Project Manager.

Duties and Responsibilities:

Operations

•   Ensure all utilities for the hub are in constant supply (water, electricity etc.)
•   Ensure the hub has all the resources it needs to function effectively, including drinking water, communications equipment (Sims, phones, tablets, laptop), air conditioning, stationery, cleaning products, fuel for transportation etc.
•   Monitor use of YIEDIE materials and equipment, e.g. Brochures, posters, T-shirts, banners, megaphone and other equipment.
•   Receive and report issues with the database.
•   Maintain security within the hub, being responsible for implementing a strict opening and closing procedure and for storing equipment safely and securely.
•   Liaising with the landlord regarding issues that may arise with the property.

Internal and external communications

•   Receive calls from members of the public
•   Draft letters and send to Project Manager for signing
•   Serve as key point of contact for Project Manager and other YES-Ghana staff:
•   Report any issues arising in the field to Project Manager
•   Liaise with Training and Capacity Building Manager regarding new classes starting, training venues, logistics and any other issues relating to training
•   Receive and forward all HR paperwork of colleagues in hub to the Finance & Admin Manager
•   Send photos and other social media content to Communications and Mobilisations Manager

Programmes

•   Enrol youth and/or collect their paperwork and deal with any visitors to the hub making enquiries about the project
•   Join colleagues on the field for significant screening activities and mobilisation events
•   Lead the development of workplans to be submitted to Project Manager, and ensure that all colleagues are aware of the daily, weekly and monthly plans for field activities
•   Submit weekly and monthly reports to Project Manager
•   Keep well-informed at all times of the whereabouts of all colleagues and their movements

Data entry, data management and record-keeping

•   Daily collection of data from Field Officers and Field Assistants
•   Collate weekly and monthly figures to send to Project Manager
•   Track progress towards targets
•   Compile referral lists
•   Data entry of paper forms
•   Keep records of key community contacts
•   Filing of paper work and other record keeping

Finances

•   Plan ahead for financial needs and submit requests for funds for administrative and field activities in advance
•   Receive the money, and be responsible for accounting and reconciliation of funds
•   Keep monies safe and secure, including both funds for administrative and field activities as well as deposits from youth

Other

•   Perform other duties as may be assigned.

Overall Purpose:

YES-Ghana is seeking a Hub Training Coordinator to provide support to the field team in Kumasi and its surrounding communities. She/he will be required to provide assistance in the coordination, monitoring and maintaining of records of all training activities under the Hub (a field base/coordination point for field work). May also be required to assist with creating awareness of the project and help with the screening of applicants wishing to join the programme. The Hub Training Coordinator will report to the Field Supervisor.

Duties and Responsibilities:

Operations

•   Prepare stationery, materials and equipment for all training sessions within your hub.
•   Ensure that all training materials are available before the start of each training session and returned to the hubs after close of training sessions.
•   Monitor stationery needs for each class and replenish stock as and when necessary
•   Support Training Assistants with the arrangement of classrooms and outdoor training spaces for group activities.
•   Arrange weekly catering for training sessions.
Internal & External Communications
•   Manage all communication (written and / oral) with catering providers within your hub location
•   Manage all administrative communication (written and / oral) with training staff ( Trainers and Training Assistants) within your hub location
•   Led by the Field Supervisor and with the assistance of the team make weekly follow up calls to trainees (three times in each week) and submit updates to the Training & Capacity Building Manager.

Finances

•   Manage financial allocations and expenditures according to delegated authority and render timely accounts in accordance with YES-Ghana’s financial procedures.
•   Make payments for the provision of catering services and submit all payments receipts after each training session.
•   Manage the disbursement of all transportation payments and submit weekly reconciliation to the Training & Capacity Building Manager.

Monitoring & Evaluation

•   Collect and submit weekly and monthly participant attendance figures for each training class within your hub location
•   Input weekly updates of attendance figures onto the YES-Ghana Training Management Database
•   Work with the Training and Capacity Building Manager to conduct scheduled quality assurance visits to each training class within your hub location
•   Assist with the organisation and execution of bi-annual training staff review meetings
•   Be the focal point for YIEDIE consortium partners’ monitoring and evaluation visits to training classes within your hub location
•   Record and monitor training staff hours worked on the YES-Ghana training

Other

•   Assist in screening and interviewing applicants to assess their eligibility to be enrolled onto the project.
•   Assist in collecting baseline data from participants though surveys and interviews.
•   Answer and make phone calls to prospective participants of the programme.
•   Perform other duties as may be assigned.

YES-Ghana is leading on the delivery of an integrated Entrepreneurial, Financial Literacy and Life Skills training curriculum for youth participants enrolled on the programme.

Overall Purpose:

YES-Ghana is recruiting trainers to lead on the facilitation of training sessions for youth participants between the ages of 17 to 24 years enrolled on the programme in Kumasi and its surrounding communities. Trainers will attend a 5-day Training of the Trainers (ToT) workshop prior to the commencement of work where they will be provided with the tools, skills and knowledge to successfully deliver an integrated soft skills training curriculum covering three substantive topics: a) Entrepreneurship; b) Life Skills and Work Readiness; and c) Financial Literacy. Following workshop completion, Trainers will deliver the training curriculum on a rolling basis to groups of youth participants.

Duties and Responsibilities:

Session Preparation

•   Review and prepare all training materials ahead of each training session.
•   Arrange classrooms and outdoor training spaces ready for session delivery, ensuring all training spaces are sufficiently risk assessed and fit-for-purpose.

Session Delivery and Learning Support

•   Lead on the successful delivery of training sessions, to include the coordination and facilitation of both group-based activities and individual tasks.
•   Provide targeted support to youth participants to start and work through tasks set with assistance from a training support volunteer.

Behaviour Management & Counselling

•   Successfully manage behaviour during session delivery, working within a robust Code of Conduct framework.
•   Escalate any participant behavioural concerns to the YES-Ghana team when necessary.
•   Provide professional assistance and guidance to youth participants who may have some challenges inhibiting their regular class attendance.

Monitoring and Evaluation

•   Monitor and record participant attendance and maintain other project records as required.
•   Monitor and sign-off any incentive package(s) that may be given to youth participants whiles undergoing training.
•   Implement youth-centred participant pre-training and post-training assessments and course feedback processes.
•   Provide inputs into consortium-wide training quality assessments and performance appraisals.
Other
•   Facilitate planned visits and presentations to training centres from other YIEDIE partner organisations as and when required.

Qualification Required & Experience

Experience

•   Extensive previous or current experience in teaching, community facilitation and youth development in Ghana at the local, regional and national levels.
•   Extensive knowledge of the local operating environment and a track record of engaging youth in mobilisation activities within Kumasi and adjourning towns highly preferred.
•   Experience working with and successfully engaging mixed-gender (male and female) youth groups in training activities on topics of a sensitive nature.
•   Experience using creative training methods such as forum theatre, role play, and graphic facilitation would be highly desired.
•   Experience in the planning, facilitation and evaluation of training processes using participatory tools.

With the support of Field Assistants, he/she will be responsible for screening and interviewing applicants wishing to be enrolled onto the programme. The Field Officer will also be maintaining records of all participants using a Participant Management Database. The Field Officer reports to the Project Manager.

Duties and Responsibilities:

Operations / Programmes

•   Promote the project to youths in target group through various awareness creation activities such as undertaking community outreach programs and organising events to recruit participants to the training programme.
•   Ensure that recruitment of participants is gender-sensitive, and that a significant proportion of youth recruited to the programme are women.
•   Led by the Field Supervisor, act as the first point of contact to all youths expressing interest in the programme
Data entry, data management and record-keeping

•   Prepare training materials before each session starts (making photocopies, setting out materials, pens and paper on tables, writing instructions on flipcharts).
•   Ensure that all training equipment is available and set up ready for the lead Trainer to start activities (such as a projector screen).
•   Arrange classrooms and outdoor training spaces ready for group activities.

Learning support

•   Help participants to start and work through tasks set by the lead Trainer (individuals or small groups).
•   Repeat and provide clear explanations of trainer instructions for participants who are unclear.
•   Occasionally facilitate group activities with support from the lead Trainer.

Behaviour management

•   Support the lead Trainer with managing behaviour during session delivery.
