Functional Responsibilities

Under the overall supervision of the Senior Infrastructure Advisor, the Construction Specifications Specifier/Writer will give his/her technical expertise as required for coordinating, editing, and reviewing bidding and contract documents and technical specifications for clarity and grammar, and assisting with preparation and coordination of bidding requirements, and contract forms and conditions of the contract using FIDIC and owner-furnished documents. He or she is responsible for improving and enhancing the technical quality of the deliverables, through knowledge and information management, research and education, and by serving as a technical resource to members of the project team.  The projects may be in national and or international locations.

Specifically, the incumbent will be responsible for the following substantive tasks. The tasks would involve but not be limited to:

•   Collate feedback and prepare consultation/assessment reports.
•   The consultant will be requested to work from home and be prepared to travel to any site in or around the countries under GHOH as required in accordance with UNDSS restrictions.

An agreed Terms of Reference (TOR) including the scope, deliverables and the maximum time duration will be agreed upon by UNOPS-GHOH and the Construction Specifications Specifier/Writer prior to commencement of each and every assignment.

Monitoring and Progress Controls:

•   Write, edit and coordinate technical specifications and related documents including master specifications.
•   Prepare outline specifications for design development phase; assemble project manuals for construction documents phase and prepare addenda during bidding phase
•   Communicating best practices, policies, and procedures to project teams.
•   Educating and mentoring staff on master specification documents, construction document technology, and editing methodology.
•   Liaising with manufacturers’ representatives as needed for research and project support.
•   Assisting staff in developing and maintain master specification documents.
•   Plans, schedules, organizes, and prepares construction specifications for the various phases / milestone deliverables of projects (including outline specifications when required).
•   Support preparation of procurement requirements when required. Receives owner’s documents for inclusion in project manual; coordinates specifications with owner’s requirements.
•   Reviews in-progress drawings and other project documents to ensure complete and coordinated technical specifications.
•   Participates in periodic Project Technical Reviews and Quality Control reviews of architectural, engineering, and construction projects.
•   Ensures staff receives and follow most current specification formatting conventions.
•   Assists project teams with material and product selections; suggests alternatives when appropriate.
•   Maintains and updates master guide specifications; prepares, maintains, and updates master sections developed specifically for certain market sectors or building types.
•   Master specifications updates will address UNOPS ongoing commitment to sustainable design.
•   Maintains awareness of evolving building technology, codes, and systems.
•   Researches new products and materials, and construction processes.
•   Maintains awareness of industry reference standards and sources / locations.
•   Maintains awareness of sustainable design ratings systems, and sustainable products and materials and incorporates sustainable materials and products in specifications whenever possible.
•   Maintains and promotes in-house specifications procedures and process.
•   Assists teams in preparation of addenda and in review of requests for substitution.
•   Assists teams in their review of submittals and requests for information as it relates to specified materials, products or systems.
•   Carrying out any relevant administrative and operational efforts as requested by the Senior Infrastructure Advisor.
•   Actively engage in knowledge sharing and also improve one’s professional skills.

Qualification Required & Experience

Education

•   Master’s degree in civil engineering, architecture, or related field. Applicant with Bachelors degree in engineering, architecture, or related field with 9 years of relevant working experience may also be considered
•   A combination of a Technical Diploma with an additional 11 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience

•   7 years of experience writing technical specifications for the architectural, engineering or construction industry and with a demonstrated capacity to deliver results in an international development environment.
•   Thorough knowledge of building materials and codes, construction techniques and relative costs, and building material characteristics, performance, and compatibility.
•   A thorough knowledge of the AIA Master Specs, EJCDC, FIDIC, CSI Manual of Practice, British standards or Euro Norm
•   Construction Document Technologist (CDT) or Certified Construction Specifier (CCS) certification is preferred
•   Computer literacy in MS Office and Adobe Acrobat Professional.

Language

•   Responsible for the preparation and review the BoQs, specifications and related documents and ensure it meets the quality standard requirements.
•   Responsible for time management in preparation of BoQs and the other related documents.
•   Responsible for the preparation of preliminary costs estimates for project proposals for submission to potential Clients.
•   Responsible for the preparation of Engineer’s estimates and will be responsible to withhold this from all to avoid collusion.
•   Providing advice during the post-tender and construction stage when requested by the Client.
•   Carrying out site inspections and assessments as need arises and prepare subsequent reports.
•   Carrying out any relevant administrative and operational efforts as requested by the Senior Infrastructure Advisor.
•   Responsible for carrying out financial evaluations of tenders.
•   Responsible for developing the unit rates systems for all the countries under the GHOH Hub.

Functional Responsibilities

Under the overall supervision of the Senior Infrastructure Advisor, the Materials/Pavement Engineer will give his/her technical expertise as required to manage and co-ordinate any designs assigned and related documentation works. He or she is responsible for managing staff under his/her supervision and ensure high quality design documentation is carried out on time and on or under budget. The projects may be in national and or international locations.

Specifically, the incumbent will be responsible for the following substantive tasks. The tasks would involve the following but not limited to:

•   Collate feedback and prepare consultation/assessment reports.
•   Perform and Coordinate designs and submissions.
•   The consultant will be requested to work from home and be prepared to travel to any site in or around the countries under GHOH as required in accordance with UNDSS restrictions.

An agreed TOR including the scope, deliverables and the maximum time duration will be agreed upon by UNOPS-GHOH and the Engineer prior to commencement of each and every assignment. The Engineer shall give his/her technical expertise as required to manage and coordinate any design assigned and related documentation works.

Monitoring and Progress Controls:

•   Establishment of appropriate material testing procedures.
•   Assisting in developing a pavement maintenance management system.
•   Ensure staffs are trained in the monitoring of materials standards for works contracts and the management of material testing inputs.
•   Prepare design briefs and the design reports that address specific clients and stakeholder requirements and specifications as and when necessary.
•   Preparation of comprehensive design documentation, specifications, and other project documents to meet the required quality and detailing.
•   Work closely with Project Managers, Engineers, Draftsperson and Quantity Surveyors in the planning of projects, scheduling of tasks and developing an integrated design.
•   Review and ensure the documents prepared meets the quality standard requirements.
•   Responsible for timely delivery of the expected outputs.
•   Carry out design services according to the client’s design requirement and as per applicable international standards and codes of practices.
•   Strong ability in producing and reviewing highway design drawings and specifications.
•   Monitor delivery of services design documents. Highlight possible non or late delivery prior to the event.
•   Carry out site inspections and assessments as required, report as required.
•   Assist in the development of specifications, procedures and QA/QC protocols when required.
•   Proactively manage the design/review projects, ensuring that they meet the high standards expected by UNOPS, while delivering the program within its time and budget constraints.

Job Summary

The Food and Nutrition Security Programme Manager (FNSPM) is responsible for overall leadership, strategic direction, management, implementation and development of the FNS Program in accordance with the CARE Ghana Country Program strategy, The FNS Program Manager is ultimately accountable for the program quality and impact of the program through the quality supervision, coaching and backstopping of project managers. It is the responsibility of the Program Manager to ensure coordination and synergy between other CARE Ghana programs and identify opportunities for partnerships and alliances. The FNS Program Manager is a member of the Strategic Leadership team. He or she will spearhead the development of new initiatives,, partnerships with public and private sector players with the view to increasing and strengthening the food and Nutrition Security Portfolio of CARE Ghana.  This should be in line with CARE International 2020 Program strategy that seeks to ensure that 50 Million people particularly women and the most vulnerable are food secure and climate resilient.

Key Responsibilities

•   Design & develop the FNS program, strategies and plans, ensuring they are in line with the overall Country Program Strategy, CARE’s mission and vision, as well as CARE Internationals Food and Nutrition Security and Climate Resilience strategy.
•   Design and implement project approaches and methodologies aiming towards community empowerment, NGO capacity building, Civil Society Strengthening, working in partnerships, policy analysis and advocacy.
•   Design Food and Nutrition Security programs with an emphasis on market and value chain systems analysis.
•   Ensure that CARE Ghana’s Food and Nutrition Security programs are designed to be Nutrition Specific and or Nutrition Sensitive.

•   A minimum qualification of Master’s degree in a relevant discipline (rural/social development/agriculture/ Nutrition with an understanding and experience in the markets and value chain development
•   At least Five years of relevant working experience, including a minimum of two years practical programme management experience, including financial management.
•   Experience in managing large agricultural, Food and Nutrition Security programs
•   Experience working with donor funded programs/ donors such as USAID, DFID, private foundations etc
•   Knowledge of private sector development/ issues, Women’s economic empowerment and knowledge of the role of women in Food and Nutrition Security.
•   Strong experience and knowledge of agriculture and food and nutrition security sector and policies, strategic design, civil society organizations activities, networking, and rights based approaches to development
•   Proven experience and understanding of food and nutrition security issues linked to poverty reduction
•   Experience of working with partners is key to this position
•   Resilience and Climate change knowledge would be an added advantage
•   Strategic and conceptual thinking ability, decision making and political acumen
•   Proven and demonstrable facilitation skills, negotiation skills and networking skills including facilitating change, innovation and initiating action
•   Commitment to and understanding of a process and livelihood approach to development
•   Excellent professionalism, relationship building and communication skills
•   Ability to build commitment of others, developing teams and operational decision making
•   Adherence to CARE’s core values and competencies (RICED)
•   Good spoken English and excellent English writing skills
•   Computer skills that must include Microsoft Office and Excel
•   Ability to drive and possession of a driving license with clean record
