Job Purpose:

The Offshore Senior Operations Superintendent is a 12 month temporary position developed primarily to provide high level coaching and mentoring to the Facilities Leadership team.
 
The incumbents will be responsible for:

•   Providing Coaching and Mentoring to the Offshore Facilities Leadership team in all aspects of their day to day business.  This will include overseeing the safe and effective application of the facilities Safety Management System.
•   Ensuring the Tullow Management System is implemented safely
and effectively
•   Providing deputy OIM support for Emergency response in the event that the Lead OIM is not available.
•   Providing regular audits of the facility operations and team competencies to ensure asset integrity of FPSO, wells and subsea infrastructure is maintained
•   Providing regular audits of the facility to ensure Offshore Process Safety is being managed appropriately
•   Ensuring that training is undertaken in a timely and effective manner so as to ensure compliance with the Nationalisation plan.
•   Will also contribute more widely to the growth of Tullow’s production & development capabilities and also provide valuable input to the TEN development and production programs and peer reviews

Responsibilities / Key Objectives:

•   Train and co-ordinate a high quality production operations team, delivering high levels of production and cost performance
•   Responsible for the offshore implementation of the Tullow Safety Management System
•   Provide deputy OIM cover offshore if o other deputy is on board

Job Purpose:

Implement Tullow security policy, plans and procedures to protect personnel, the environment, assets and Tullow’s Oil’s reputation within the laws of Ghana and in accordance with the Voluntary Principles on Security and Human Rights; provide operational and tactical offshore security advice; training and mentoring the national OEHSSCs and; subject matter expertise for technical offshore equipments (FLIR, ARPA, LRAD, etc) and safety/technical/seamanship requirements of the RHIBS.

Purpose

•  The purpose of the SSE Takoradi is to provide a subsea engineering resource to provide support for the drilling, completion and testing team in Accra, Takoradi and offshore.
•  This role will work closely with the Rig Supt, COE, SSup, SSE (London) and SCE (Takoradi) as well as any subsea infrastructure project team to make sure subsea engineering support needs in Takoradi are met.
 
General Responsibilities

•  Responsible for Takoradi base subsea engineering support for Ghana Well Engineering (Jubilee & TEN Unit Area blocks).
•  Oversee the activities of the subsea vendors in Takoradi, ensuring their work is to the required standard, and meets schedule.
•  Ensure subsea vendors’ activities are carried out with due regard to TGL EHS requirements
•  Offshore trips where necessary, to back up existing subsea resources or in the execution of planning and preparation work.
•  Ensures that all work within the area of responsibility is adequately documented and lessons learned are captured for the benefit of future Tullow operations worldwide.
•  Ensure material and service providers comply with specified quality assurance requirements.
•  Build effective relationships and interact professionally with internal/external stakeholders and service companies.
•  Liaise with Accra and London based Well Engineering personnel for operational planning and technical issues.
•  Liaise with Accra and London based Project and Production groups on operational issues and interfaces as required.

Specific Responsibilities

New Build Equipment
Responsible for overseeing the assembly and testing of SSXT’s in Takoradi.

Continuous Improvement

•  Assist TGL Well Engineering Accra with the timely close out of FIRs.
•  Ensures continuous improvement and Lessons Learnt are captured in the appropriate sections of the generic upper completion programme
•  Subsea performance/efficiency improvement – identifies performance improvement initiatives.

Operational Support

•   Oversee the activities of the subsea vendors (SSXT, SSTT and ROV) based in Takoradi, to ensure the work they are producing is to standard and schedule.
•   Ensure the subsea vendors are providing the equipment and services as specified in the respective contract scopes of work.
•   Act as point of contact for TGL Marine, Logistics, QA and C&P, for the execution of the subsea vendors’ contracts.
•   Provide subsea engineering input into Well Engineering planning, execution, and post job analysis, as needed.
•   Provide ad hoc subsea engineering support to the Well Engineering teams in Takoradi, Accra and London as required.
•   Remains in touch with daily operations to ensure full understanding of issues, operational problems, FIRs, cost, etc.
•   Keep track of TGL and subcontractor owned subsea inventory and highlight shortcomings against the completion schedule as soon as they appear.
•   Act as a shore-base technical authority in case of offshore subsea related operational problems
•   Act in a supervisory capacity for the installation of SSXT from an installation vessel if required

Risk Management

•   Use appropriate risk assessment tools in the execution of the subsea vendors’ activities.
•   Participates in well and operations hazard assessments and HAZOPs.

Financial

•   Assist with any C&P contract work, requests, and evaluations.
•   Review or initiates cost estimates for subsea activities as required.
•   Initiates requisitions / sole source justification as required.

Qualification Required & Experience

•   A higher college qualification in an engineering discipline, preferably in mechanical or petroleum engineering.
•   Leadership and organisational skills
•   Fluent in English both written and spoken.
•   Interpersonal skills necessary to establish good working relationships with team.
•   High proficiency with necessary IT and industry software.
•   Valid survival certification

Experience

•   Experience as a subsea supervisor / engineer with operating companies.
•   Experience within the last five years, with an operator, in projects with water depths greater than 800 metres.

•   Track record of running teams in the offshore and/or onshore environments.

•   Coordinate and direct both ad hoc and resident inspectors via the inspection call of contract.
•   Coordination and oversight of CPI material supply and / or receipt.
•   Provide guidance, support and mentor Ghanaian national inspectors
•   Show exemplary personal EHS commitment and lead Contractors team by example.
•   Ensure safe, on time and punch list free delivery of TEN fabrication packages for offshore installation in accordance with the project schedule.
•   Develop and maintain a set of Key Performance Indicators (KPI’s) for the works and report to package Quality engineers as required.

Financial Responsibility: In accordance with the Delegation of Authority

Qualification Required & Experience

Education:

•   City & Guilds or equivalent
•   CSWIP 3.2 Senior Welding inspector Qualified with Radiographic Interpretation
•   Field Joint Coating or Painting Inspection Qualifications desirable but not essential.

Skills:

•   Experience as a participant in audit teams.
•   Knowledge and experience with ISO 9001 & ISO TS 29001.
•   Significant relevant industry experience including experience in a similar position.
•   Relevant experience with operating companies as part of an execution team.
•   Knowledge and project experience with ISO, API and DNV codes of practice.
•   Direct construction experience.
•   Extensive knowledge of subsea installation methods.
•   Significant subsea experience within the last five years in water depths greater than 800 metres.
•   Developed quality management and interpersonal skills.
•   Awareness and sensitivity to multinational exposures and cultures.
