The Ghana AIDS Commission has vacancy for the position of Procurement Manager and invites applications from persons with the requisite specifications to apply for consideration.

Reports To: Director of Administration
Immediate Subordinate: Procurement Officer

Objective of Position:
To plan and manage procurement function of the Commission covering projects of implementing partners and procurement of equipment, supplies and services in conformity with the Public Procurement Act 663 and other relevant established rules and regulations.

Duties & Responsibilities:

•   Prepares annual procurement plan embodying a detailed list of anticipated purchases and regularly updates the plan
•   Prepares bidding documents for goods within threshold for national competitive bidding
•   Prepares letters of invitation for goods to be procured through local shopping
•   Prepares requests for proposals and advertisements for consultancy services;
•   Coordinates the evaluation of bids and proposals by external consultants for goods and services
•   Prepares contracts for supply of goods and services to ensure goods are fit for purpose and services as expected
•   Processes invoices for goods and services supplied for submission to Director of Administration
•   Monitors the procurement processes of sub-project implementing partners to ensure conformity with the established procedures
•   Prepares quarterly procurement status report
•   Provides inputs for and participates in capacity building activities for implementing partners
•   Maintain a register of eligible service providers and suppliers
•   Serves as Secretary to the GAC Procurement Committee and sees to the efficient documentation and maintenance of records

Qualification Required & Experience

•   A  Masters degree in Business Administration, Commerce or Purchasing & Supplies
•   A professional qualification in operations and procurement managemennt (e.g. Chartered Institute of Purchasing & Supply (CIPS UK), Associate or Membership of a recognissed management body
•   A minimum of five (5) years relevant post qualification working experience in procurement management in the public sector or a reputable organization

Competencies and Skills:

•   Strong administrative, leadership and managerial skills
•   Effective communication skills (both oral and written)
•   Adequate knowledge of public service administrative rules and regulations
•   Considerable knowledge of the Public Procurement Act, Internal Agency Audit Act, Financial Administration Act
•   Knowledge and experience in donor-funded project procurement procedures and regulations
•   Proficiency in the use of the computer and internet skills

Responsibilities:

•   Responsible for the Management of the Procurement Department

1)   Implement and follow up the Technical Department CAPEX budget
2)   Lead and be responsible for the Procurement Department’s adequate competencies, motivation and organisations. Ensure that applicable policies and agreements with staff are implemented and followed

•   Prepare invitation to tenders and manage the tendering process to arrive at a selection of competitive bidder(s) and maintenance of contract database
•   Negotiate with vendors for supply of goods and services agreements

•   Liaise with user department for the specific need to ensure appropriate budget estimate for setting of inventory and stock levels

•   Interact with Tema & Takoradi brances to establish a supply network for inter-branch stock movements
•   Approval of requisitions for the generation of LPO’s/OPO in the Maintenance/Procurement Software Certify Local Purchase Orders (LPO) before final approval by WM/FAM/HRD/MD/CD/SCAD
•   Generates Overseas Purchase Orders (LPO) amd email to SCANCEM for proforma invoice and hence place orders
•   Advise user departments on the abnormal consumption of items for the necessary corrective measures to be taken
•   Setting of annual goals for staff in the Procurement department and develop their human capacity
•   Adviser user department on new products available in the market for trial
•   Identify training needs and assess the competency of personnel in his/her charge

1)   Present training needs of personnel in his/her charge to EHS Manager for action
2)   Ensure that personnel work according to procedures and work inspection provided
3)   Prepare operation control and work instructions for the department
4)   Approve records/log sheets etc. for the department
5)   Implement EHS Management Systems (EMS/OHSMS) in the department

Qualification Required & Experience

•   Education: BSc. Mechanical/Electrical and Plant Engineering, Degree in Purchasing and Supply or Qualification in Purchasing and Supply (CIPS) (UK), or its equivalent
•   Specific knowledge: Knowledge in Maintenance/Procurement software
•   Contract Administration and Management, good computer knowledge, possess excellent negotiating skills, display organizational commitment, high integrity and objectivity
•   Business understanding: Understanding of the Ghanaian and global business environment
•   Experience: Ten(10)years relevant professional experience with five (5) years in managerial position
•   Working in Procurement environment is relevant
