Job Summary

•   The position is one of three positions located in the Technical Office of USAID Systems for Health Project in Accra.  The incumbent will work closely with the Chief of Party and Deputy Chief of Party – Health Services to play a key role in the coordination of technical activities across the Systems for Health portfolio.

Specific Tasks

Provide coordination support to the Systems for Health technical portfolio through:

•   Monitor/record timing of activities across technical areas (via activity calendars, etc.)
•   Coordinate with Systems for Health leadership, Technical and Operations teams to suggest efficient timing of activities that will allow the project to make the best use of labour and resources
•   Follow up with technical teams on completion of activities, gathering activity deliverables for filing electronically in Systems for Health database
•   Participate in internal technical strategy and coordination meetings as well as meetings with external stakeholders, taking detailed minutes and following up with participants as necessary to finalize and distribute minutes to the Systems for Health team
•   Identification and synthesis of best practices and lessons learned across technical areas. With support from Systems for Health leadership, implement practices for improvement of Systems for Health technical processes and coordination.
•   Provide support to the Systems for Health Knowledge Management/Communications team to prepare, write and edit communication materials and deliverables such as technical briefs, success stories, quarterly/annual reports, etc.
•   Assist in developing technical content for presentations and briefings as requested

Research Support

•   Monitor and gather current technical knowledge to inform Systems for Health activities and distribute to relevant staff/stakeholders
•   As directed, support technical staff with compilation of research on specific topics to be used for revision of training materials, policies, etc.

Qualification Required & Experience

•   An advanced Degree in Public Health, Nursing, Pharmacy or related field required.
•   A minimum of 5 years work experience in a health related field.  Previous work with Ghana Health Service and/or USG funded projects preferred.  Track record of working effectively with a broad range of partners and in a team environment
•   Strong verbal and written English communication skills is required.
•   Demonstrated high-quality technical writing, editing, and proofreading skills.

Job Summary

•   The position is one of five positions located in the Technical Office of USAID Systems for Health Project in Accra, Cape Coast, Takoradi, Ho, and Tamale.  Under the supervision of the Senior Advisor for Regional Implementation, the Regional Coordinator will represent the office in the specified region.
•   S/he will be the point person to coordinate and implement activities.
•   S/he will supervise the regional office staff and oversee the administrative, financial and logistic function of the regional office.
•   S/he will work closely with all stakeholders to provide on-the-ground technical support for implementation and coordination of lower-level activities in order to ensure and reinforce linkages between technical activities; integrate cross-cutting areas into programs; and foster national-to-regional and region-to-region collaborations.
•   S/he will support the documentation and/or publication of activities and sharing of lessons learned and best practices.
•   In addition, s/he will write progress reports according to USAID requirements.

Specific Tasks

•   Manage the day-to-day functions of the regional team (administrative, financial, and logistic).
•   Work closely with the teams at the Accra office (technical, program, and logistics) and support the Accra office with implementation of activities at the regional level.
•   Participate in the implementation of work-plan activities at the regional level.
•   Facilitate communication between the regional office and the Accra office.
•   Represent the project during work groups at the regional, district, sub-district, and community levels and with the staff at the primary health facilities.
•   Act as the focal liaison person between the regional offices and the Accra office.
•   Report on the activities of the regional office in a timely manner.

Qualification Required & Experience

•   A Master’s degree in public health, medicine, management, education or related field is required.
•   A minimum five (5) years of relevant work experience in a similar role as a senior-level manager; previous experience working for USAID-funded health projects is an added advantage.
•   Strong knowledge of Ghana Health System
•   Excellent planning, management and organizational skills; Proven leadership skills, including effective skills in developing interpersonal relationships, negotiations, and conflict management; Proven ability to develop effective working relationships with stakeholders at all levels is required.

•   Act as principal investigator/co-investigator on high quality research studies
•   Travel as needed to project sites for technical assistance, training and supervision

Qualification Required & Experience

•   Doctoral or Master’s degree in social sciences, public health, education or related field or comparable combination of education and experience with demonstrated expertise in operations research. Doctoral degree preferred
•   Five or more years of experience in operations research or implementation science with demonstrable skills in rigorous monitoring and evaluation
•   At least five years experience in managing research or program in different settings and developing country contexts
•   Solid understanding of relevant socioeconomic, institutional and policy issues in HIV programming for key populations
•   Excellent understanding of the research and data collection activities, including implementation science, longitudinal studies, qualitative interview and focus group design, quantitative survey design, quantitative data analysis, randomized controlled trials, monitoring and evaluation
•   Demonstrated ability to conduct and promote the use of research for social development and the scale up of successful interventions
•   Excellent writing skills to produce technical reports and scientific manuscripts
•   Demonstrated ability to work collaboratively with a diverse group of stakeholders, internal and external partners
•   Strong management and organisational skills. Ability to handle a heavy workload with competing priorities
•   Proficiency in both Microsoft Office and statistical analyses programs required
•   Demonstrated knowledge of USG PEPFAR and USAID procedures pertaining to project design / implementation, M&E and financial management and reporting.
•   Exceptional communication skills (including-presentations) in written and spoken english required
•   Relevant experience in working in Ghana

•   Ensure that a strong SGBV and stigma reduction and service equity component is integrated into all trainings, services and informational and communications activities.

•   Contribute to monitoring and evaluation (M&E) efforts and data collection
•   Work with the project team and counterparts to identify strategic areas for formative and operations research in HIV prevention, care and treatment, particularly in the area of structural barriers to HIV services
•   Travel as needed to project sites for technical assistance, training, and supervision

Qualification Required & Experience

•   Minimum Master’s Degree in Public health, social sciences, public health, international development or related field
•   Minimum seven years of senior level management experience in the design, implementation and managing large, complex public health projects in developing country contexts
•   Minimum five years senior level experience in key populations HIV programming and in community development
•   Solid understanding of relevant structural, psychosocial, institutional and policy issues in HIV programming for key populations
•   Proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones and produce quality results
•   Demonstrated knowledge of USG PEPFAR and USAID procedures pertaining to project design/implementation, M&E and financial management and reporting
•   Exceptional communication skills (Including presentations) in written and spoken English required
•   Relevant experience in Sub-Saharan Africa strongly preferred, Ghana experience desirable

•   Experience in proofreading an editing technical documents, including national guidelines and training material.
•   Should be skilled in facilitation, coordination, report writing and trainings.
•   Experience working with the Ghana Health Service in a plus
•   Strong understanding of health delivery in Ghana required.
