Job Vacancy For Chief Executive Officer (CEO) At Millennium Development Authority (MiDA)



The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimillion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will  be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact program in a transparent, timely effective, efficient, results-oriented and fiscally sound manner,

Job Summary

The Millennium Development Authority (MiDA) is  seeking to engage qualified persons for the Chief Executive Officer (CEO) position in the MiDA, on a fixed term contract of five years, renewable yearly.

Reporting to the Board of Directors the responsibilities include:

•   Serve as (he official point of contact on behalf of the Government of the Republic of Ghana (GoG) in its relations with MCC.
•   Represent the Compact program to the Ghanaian public and program partners and serve as the lead representative of the Millennium Development Authority (MiDA) to the donor community, civil society, the private sector, and other constituencies.
•   Report to the Board of Directors on a regular basis to apprise the Board of progress, issues, and risks related to the implementation of the Compact program.
•   Execute overall guidance and instructions from the Board of Directors to implement the Compact in a timely and effective manner. Provide high-level executive leadership and management for MiDA and its staff.
•   Provide guidance and advice, and when needed, manage and coordinate development of the implementation plans of MiDA, including final approval of the budgets, work plans, procurement plans, periodic disbursement request packages, and monitoring and evaluation (M&E) plans related to the Compact program; and recommend these to the Board of Directors and MCC for their approval.
•   Work closely with the leadership of relevant government units to ensure dissemination of critical information, commitment of resources, and the timely progress related to policy and regulatory reforms related to the Compact program.
•   Facilitate, direct, motivate, and coordinate the various divisions of MiDA towards achieving their objectives and targets.
•   Oversee the selection process of the MiDA staff, especially al the management level.

Qualification Required & Experience

•   Must hold an advanced degree or its equivalent in economics, business administration, Engineering, law or public administration.
•   Twenty (20) or more years' in relevant experience, fifteen (15) of which must be in senior management position in a reputable organization or government.
•   Demonstrated experience and proven management skills in managing a large company or program (budget of at least USS 100 million) and permanent staff of at least thirty (30) personnel.
•   Familiarity with Ghanaian government public financial management and donor project management systems or similar systems.
•   Excellent and demonstrable leadership ability and interpersonal skills. Capable of building and maintaining productive relationships with various stakeholders from government (both national and local), civil society, NGOs, private sector and international donors.
•   Familiarity  with policies and procedures will be an advantage. Outstanding organizational skills and the ability to work in and manage, large, multi-cultural teams.
•   Demonstrated computer skills in email, word processing, spreadsheets, the Internet, and familiarity with Management Information Systems and project management systems.
•   Excellent written and verbal communication skills in English.
