Job Summary:
To lead the creation and/or on-going development of an Area Development Program (ADP) through managing a thorough assessment and design process, relationship building with local government and community structures, and office staff team development, resulting in a community based program that fosters children's well-being and promotes sustainable development.

Major Responsibilities
Role Dimension/Description

I. Leadership and Strategic Management:

. Provide strong and positive leadership to the Area Development Project (ADP) ensuring competent and motivated staff are retained

. Support professional and personal development of ADP staff through on-the-job coaching, identification of learning and cross-training needs and opportunities

. Conduct ongoing and frequent performance conversations with staff, provide performance agreements, midterm evaluations and annual reviews to the staff

. Coordinate with the technical team and community stakeholders to ensure effective strategic, operational and administrative coordination amongst all projects within the programme

. Create and maintain effective working relationships with the Sponsorship, Humanitarian & Emergency Affairs (HEA), Program Quality, and all sectors and department/units to enhance program team effectiveness

II. Programme Management:

. Ensure high level of quality programmes in alliance with World Vision standards & WV Development approach
. Oversee all aspects of ADP/project design, implementation, monitoring and evaluation and transition planning
. Manage programme and operational issues; escalate to line manager when necessary
. Manage programme changes to control scope, schedule and contracts

II.I. Programme Planning – Assessment & Design:

. Ensure the development of an initial design of developmental priorities and approaches for interventions

. In collaboration with key stakeholders, discuss alternatives for strategic development interventions to address community needs and priorities

. In collaboration with the team, develop and draft the programme design document based on the assessment report in a participatory manner with all key stakeholders

. Develop and implement a plan for building an understanding of ADP operations and Child Sponsorship in communities

II.II. Disaster Risk Reduction and Preparedness (DRRP):

. Coordinate DRRP initiatives/protocol amongst the team and partners, e.g., government, civil society, private sector
. Network with stakeholders to streamline HEA response for DRR and climate change
. Ensure emergency preparedness measures are in place

II.III. Sponsorship Facilitation (in programmes where sponsorship is applicable):

. Work closely with the Sponsorship Manager and team on all aspects of sponsorship administration and multi-year plans
. Ensure all RC are monitored in accordance to WVI standards
. Ensure that the sponsorship targets are the most vulnerable children in the community
. Ensure communities understand and are committed to Child Sponsorship processes

II.IV Child Protection, Child Well-Being Outcomes:

. Ensure that staff understand and follow the WV child protection policy, that efforts are taken to respond promptly and appropriately to child protection incidents, and that awareness raising for prevention and reporting of child protection incidents occurs within the program area

. Ensure that children are involved in all aspects of the programme

. Promote establishment of children rights networks and support policy that seeks to change structures and systems that jeopardize the right of children in coordination with advocacy

III. Network and Coordination:

. Network and develop partnerships with other NGOs, local government officials, local churches, and community leaders in the project/regional/national area

. Ensure programme priorities and approaches are aligned with community, partners & NO strategies and standards

. Involve support office partners in key events/milestones of the program

IV. Accountability and Quality Assurance:

. Apply monitoring and evaluation system in collaboration with the programme team to ensure record keeping of monthly, semi-annual and annual basis progress against the state of objectives

. Ensure that financial processes comply with relevant sections of the field financial manual, government grant provisions and other partnership standards

. Consolidate semi-annual and annual programme reports for submission to stakeholders and donors

. Monitor funding commitments, project spending against budget, preparation and submission of required program progress and financial reports on a regular basis. Ensure projects responsible spend up to the level of funding commitment and/or provide adequate explanations for any significant variances

. Analyse on monthly basis the actual expenditures with the planned expenses and review the budget if needed, in collaboration with ADP Support Manager, respective NO Finance Officer, and Finance Manager

. Ensure timely follow up on operational audit recommendation

. Ensure proper management of ADP budget, project funding, expenditure and accomplishments of ministry objectives in line with WV requirements

Qualification Required Or Experience

Knowledge, Skills, Abilities:

. Bachelors degree is essential, bachelor degree in a field related to Development, Management, Economic or Social Sciences is preferred. (Master degree is an advantage)
. Strong skills in data analysis, research work and community based programs
. Strong organizational and management skills, with a proven track record of managing a team and ability to prioritise work and personal life
. Strong problem solving, interpersonal and communication skills
. Thorough knowledge of MS Office, knowledge of Lotus Notes is preferred
. Ability to make quick decisions and to demonstrate servant leadership and foster a team oriented atmosphere
. Integrity, honesty, and accountability to both the team and the community
. Strong knowledge in Design, Monitoring & Evaluation
. Minimum of three years of management experience. Experience in development programmes is preferred
. Experience in program assessment, design, implementation, monitoring, evaluation, report writing and emergency response is preferred
