Job Vacancy For Information Technology Manager At Millennium Development Authority (MiDA)



The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Job Description

The Millennium Development Authority (MiDA) is therefore seeking to engage qualified persons for the following staff position in the MiDA, on a fixed term contract of five years, renewable yearly. Unless otherwise stated, all posts are based in Accra.

Roles and Responsibilities:

•   Provide technical support and lead a team of in the development and maintenance of an Information Technology (IT) system, including budgeting and work planning to support the business applications and IT communications requirements of MiDA including the management of the implementation of an IT Infrastructure and development of the team to support and extend the system.
•   Oversee the implementation of a business application system to support the financial management, procurement, project management, and reporting requirements of MiDA.
•   Development, implementation and management of Management Information Systems (MIS) policy, Strategy, System and Controls, ensuring the security, stability, integrity, continuous improvement and update and expansion as applicable of the IT network, infrastructure, data, documentation and systems
•   Lead development and implementation of MIS-based functional requirements and management of assigned MIS projects to ensure optimal alignment of the MIS infrastructure with current and future needs.
•   Ensure the effective recruitment, management, motivation and development of IT staff to ensure that they are well equipped for current and future systems challenges.
•   Coordinate MiDA's website content development.
•   Perform and oversee system administration and engineering tasks.

Qualification Required & Experience

•   University degree in Computer Science or Information Systems or Information Technology or other related field with a minimum of eight (8) years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems, including website web-based applications, database design and administration, LAN and WAN design and management, and project management.
•   Experience with the engineering, design and management of data centre infrastructure (power,   cooling,   etc.),   network   infrastructure   (Cisco   switches   and   routers),   firewa'l administration (Palo Alto), backup systems (Acronis), Storage (Nimble), servers (Winder Server and VMware), Anti-Virus (Kaspersky),  Windows Desktop OS (Windows 7),  and Microsoft Office preferred,
•   Experience with cloud-based technology (Google Applications) and in managing staff and contractor resources preferred.
•   Experience with Business Automation Applications (SAP), and Microsoft Databases (SQL Server) preferred.
•   Ability to work with minimal supervision and to work as part of a team required.
•   Excellent written and verbal communication skills in English
