Job Vacancy For Project Controls, Quality Assurance And Logistics Officer At Millennium Development Authority (MiDA)



The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Reports to: Chief Operating Officer

•   Roles and Responsibilities:
•   In close coordination with MiDA Project Directors and Managers maintain, and/or manage the project implementation plan in MS Project or comparable project management software), to be used by MiDA as the official project management tool.
•   Ensure work proceeds on timeline and according to the implementation plans by assisting in communications between Contracts coordination officers and various parties,
•   Working with the Project Managers, draft letters as required by Contractors requesting action from third-party entities in cases where complications arise in direct Contractor/third-party communication.
•   Assist the Chief Operating Officer with preparation of timelines, project backing, reports, presentations, record management,plan in MS Project or comparable project management software), to be used by MiDA as the official project management tool.
•   Ensure work proceeds on timeline and according to the implementation plans by assisting in communications between Contracts coordination officers and various parties.
•   Working with the Project Managers, draft letters as required by Contractors requesting action from third-party entities in cases where complications arise in direct Contractor/third-party communication.
•   Assist the Chief Operating Officer with preparation of timelines, project tracking, reports, presentations, record management, and all other tasks requested by the COO.
•   Collect information on the implementation progress of all infrastructure activities and provide them to MiDA staff.
•   Undertake various activities and interventions, as directed by COO, to ensure that quality assurance/ is maintained in compact operations and appropriate control measures are adopted.
•   Identify resource requirements, bottlenecks, risks, and mitigation strategies to ensure efficient resource utilization within MiDA.
•   Provide information on the implementation progress to MiDA senior management and Directors. Track critical path items and project timeline dependencies and report on progress to appropriate directorates.
•   Under the supervision of the COO and in coordination with the Project Directors, prepare and execute detailed Project Implementation Plans.

Qualification Required & Experience

•   A degree in engineering discipline, computer science/ and/or business/organizational management related to public utility set up and management.
•   Approximately five (5) or more years of professional experience in organizational development, capacity building, policy formation and utility management.
•   Demonstrated managerial and project oversight skills Approximately three (3) or more years of related project management experience In the energy/public utilities sector.
•   Extensive experience with energy sector institutions and policies in Ghana.
•   Prior experience collaborating with high-level counterparts and thorough understanding of the procedures, policies, and goals of development assistance is desired.
•   Capability of building and maintaining productive relationships with a range of actors, including Government officials, private sector partners, NGOs, and international donors.
•   Responsible and flexible attitude and capable of working with minimum supervision.
•   Strong people and interpersonal skills.
•   Advanced computer skills in email, word processing, spreadsheets, the Internet, MS Project or other project management software (such as Primavera), and familiarity with Management Information Systems.
•   Excellent written and verbal communication skills in English
