The Korle Bu Teaching Hospital invites applications from suitably qualified serving officers of the Korle Bu Teaching Hospital and sister agencies of the Ministry of Health for appointment as Directors to fill the under-listed vacancies: Director of Finance

GENERAL ELIGIBILITY CRITERIA

The appointment is a fixed term engagement for a limited period of four (4) years subject to renewal based on agreed performance standards and conduct. Therefore, as a general requirement, applicants shall not be above the age of fifty-six (56) years by September, 2025.

B) DIRECTOR OF FINANCE

Summary of Job/functions

• The Director of Finance shall be responsible for the functions of health financing and the mobilization, management and accountability of financial resources.
• This is to ensure that the required inputs for service delivery are available at all times at the most competitive prices.

The desired outcome if this component is effectively and efficiently performing is represented by:

• Liquidity: the ability to payoff short-term debt obligations,
• Financial management: the degree of prudent financial management and
• Budget management: the extent to which projected revenues and expenditure are achieved in line with the prepared budget.
• Develop systems to identify loop holes and plug them and also ensure compliance to the Financial Administration Regulations (FAA/FAR) Act.
• Review and implement a revenue generation model, develop and implement a plan for cost saving, establish and implement transparent, efficient and accountable revenue collection systems for all revenue points.

Main Duties and Responsibilities

General Duties:

• Develop and implement financial policies for KBTH in accordance with existing laws Establish and maintain appropriate internal control system to safeguard the Hospital's assets
• Ensure preparation of financial and management reports for operations of the Hospital and other statements of accounts for Internal and external purposes.
• Provide direction and support for Sub BMCs with their financial management responsibilities in line with KBTH vision.
• Ensure that accounting systems that meet acceptable financial standards are developed and implemented in KBTH.
• Develop and implement information systems that meet the financial requirements of the Hospital.
• Provide policy and direction in the preparation and execution of realistic budget for KBTH
• Ensure the execution, allocation and control of realistic budgets.
• Develop a leakage proof system that improves revenue mobilization in the Hospital.
• Review and implement a revenue generation model, develop and implement a plan for cost saving, establish and implement transparent, efficient and accountable revenue collection systems for all revenue points.
• Initiate activities towards evaluating financial performance in directorates and units of the Hospital and to provide feedback.
• Monitor and evaluate performance of actual expenditure against fiscal allocations.
• Assure the integrity, completeness and timeliness of financial data from all Sub BMCs and units.
• Undertake physical verification of stocks and accounts in any unit of the Hospital at any time.
• To ensure that Financial Records and Reports are prepared accurately and timely.
• Develop and promote mechanisms to support and monitor the financial performance of all departments;
• To ensure the timely transfer of GOG and external Donor Funds to all levels
• To provide effective cost management systems and ensure the proper control and valuation of stocks held by the Ghana Health Service;
• Institute financial management policies, systems and controls to safeguard assets of the Service, assure accountability and promote efficiency;

Supervisory/Managerial Duties:

• Provide effective leadership and management to allied health teams, fostering a positive work environment, and ensuring staff are equipped to meet the needs of patients in the Hospital
• Lead in Budget Preparation and Procurement Plans of the Directorate
• Lead in the preparation of Programme of Work (POW) and Action Plans of the Directorate
• Attend Central Management Team Meetings
• Responsible for Performance Review Programmes/Meetings of the Directorate
• Responsible for Finance Directorate Management Team Members Meetings

Job Qualifications and Experience

• Must have at least a post graduate qualification in Finance/Accounting and professional qualification in CIMA/ICA
(GH)/ACCA/CPA/
• Member of a recognized professional body and in good standing.
• The applicant must have at least fifteen (15) years working experience as an Accountant with at least eight (8) years post-qualification experience as a Chartered Accountant and in a Senior Management position.
• Must be at the level of Deputy Director or Chief Accountant and above
• Evidence of leadership and continuing professional development and training in Management field.
• Must have hands-on experience, as well as advance knowledge in Computer skills and be an effective team player.
• Experience of multi-agency networking, project and budget management.
• Experience in Project Financing, Planning, Appraisal and Analysis.
• A broad knowledge base and experience of Hospital and Sector policies and operating procedures.
• Knowledge and experience of quality assurance.
• Experience of working in a multi-disciplinary team environment.
• Supervisory/team leadership experience.
• Wide range of experience in all aspects of hospital services.
• Research experience.
• Hands-on Accounting/Finance experience.

Job Knowledge, Skills and Abilities

• A broad knowledge and experience of Health Sector Policies and Operating procedures and Financial Software applications
• A broad knowledge of financial rules and regulations particularly with regards to the health sector
• Have advanced skills in computer usage and hands-on experience in financial management applications
• Ability to establish networks within and outside the Hospital and utilize this to achieve the Hospital objectives and goals
• A broad knowledge base and experience of legal framework underpinning finance management of Government of Ghana (GOG), Ministry of Finance (MOF) and other agencies
• Demonstrate professional, clear and compassionate communication with staff, clients and community partners of the Hospital.
• Ability to accurately and effectively assess problems and identify and implement solutions.
• Ability to create a climate of trust and mutual respect, increasing the potential for employees to be productive and to feel welcome, valued, and motivated.
• Effective delegation to ensure staff are able to meet the expectations and requirements of their job and to ensure all staff are able to develop new job skills and competencies.
• Knowledge to demonstrate commitment and dedication to the work, the clients, and the Hospital.
• Knowledge and experience of health services quality assurance.
• Knowledge in implementing change.
