Project Brief

The programme Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) supports public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level. PAIReD works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in partnership with the Ministry of Finance in Ghana and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The programme cooperates with ministries and national authorities, civil society organizations, as well as 60 districts. PAIReD supports the capacity development of its partners for making the public financial management system more transparent, fairer, and more effective. It advises national institutions and partner districts on developing data-based plans and inclusive planning processes, strengthening the linkages between land-use plans and development plans with an associated budget and expenditure. PAIReD also cooperates both with state and non-state actors to curb corruption through joint actions.

Tasks:

• Contribute to further development and implement a comprehensive communications strategy aligned with the objectives of the programme and the cluster and donor visibility requirements.
• Produce high-quality communication materials for external and internal communication, including success stories, presentations, newsletters, press releases, brochures, social media content, and reports.
• Draft and review speeches and presentations for staff, donor representatives, and partners.
• Support knowledge management by documenting best practices, lessons learned, and case studies.
• Coordinate media engagement and ensure consistent messaging across platforms and stakeholders.
• Liaise with staff, implementing partners, and donors to gather relevant content and amplify programme impact.
• Organize and provide communication support for key events, workshops, and field visits.
• Monitor communication outcomes and contribute to regular reporting to the donor and stakeholders.
• Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description

Qualification Required & Experience

• Master’s degree in Communications, Journalism, Public Relations, International Development, or a related field.
• Minimum of 5 years of professional experience in communications, ideally within donor-funded or international development programmes.
• Demonstrated ability to develop and implement communications strategies and campaigns.
• Strong writing, editing, and storytelling skills with the ability to tailor messages to different audiences and the ability to grasp and translate technical concepts into easy-to-understand language for broader audiences.
• Proficiency in digital communications, including social media platforms.
• Experience working with photography, videography, and graphic design tools is an asset.
• Familiarity with donor visibility guidelines (e.g. EU, BMZ etc.) is highly desirable.
• Excellent communication skills in English.
• Strong interpersonal and team skills, target orientation and ability to perform task without supervision.
• Willingness to travel
