Position: Finance Officer
Location: Accra, Ghana (Regional Office)
Contract Type: Fixed-term contract (2 years, renewable)

Job Description
• The Finance Officer will play a strategic role in managing the financial resources of RFLD's Ghana regional office.
• Reporting to the Regional Director, you will be responsible for financial planning, donor reporting, cash flow management, and compliance with international and national standards.
Key Responsibilities
Strategic Financial Management
• Develop and oversee annual and multi-year budgets for the regional office
• Ensure medium and long-term financial planning
• Provide financial analysis and strategic recommendations to management
• Manage treasury and optimize cash flows
• Monitor financial performance against organizational objectives
Reporting and Compliance
• Prepare monthly, quarterly, and annual financial reports in compliance with IFRS standards
• Ensure financial reporting to international donors
• Guarantee compliance with Ghanaian regulations (GRA, SSNIT, Labour Act)
• Coordinate external and internal audits
• Maintain financial documentation according to donor requirements
Project and Donor Management
• Develop and manage multi-donor project budgets
• Monitor fund utilization and produce financial progress reports
• Ensure compliance with specific procedures of each donor
• Participate in the development of funding proposals
• Track restricted and unrestricted funding sources
Team Supervision and Development
• Supervise the Accounting Assistant and finance staff
• Build team capacity in financial management
• Implement robust internal control systems
• Mentor staff on donor compliance and financial best practices
Partner Relations
• Coordinate with other RFLD regional offices (Benin, The Gambia)
• Facilitate financial exchanges with member organizations (40+ partners)
• Represent RFLD with financial institutions
• Support financial capacity building for partner organizations
Qualification Required & Experience
Education
• Advanced university degree (Bachelor's minimum, Master's preferred) in Finance, Accounting, Business Administration, or related field
• Professional certification (ACCA, CPA Ghana, CIMA, CA Ghana) strongly desired
Experience
• Minimum 5 years of experience in financial management, ideally in the NGO/international organization sector
• Proven experience managing international donor funds (USAID, European Union, international foundations)
• Experience coordinating financial audits
• Supervisory experience with finance teams
Technical Skills - REQUIRED
• Excellent mastery of international accounting standards (IFRS, GAAP)
• In-depth knowledge of Ghanaian taxation and regulatory framework
• MANDATORY: Proven expertise in accounting software (QuickBooks, SAGE, SAP, Xero, or similar ERP systems) with minimum 3 years hands-on experience
• Required ability to configure, customize, and manage accounting software systems
• Advanced proficiency in MS Excel (pivot tables, complex formulas, financial modeling, VLOOKUPs, macros)
• Knowledge of project management systems
• Understanding of donor compliance requirements (USG, EU, UN agencies)
• Experience with cloud-based accounting platforms is a strong asset
• Familiarity with integrated financial management information systems (FMIS) preferred
