Project Brief:

• The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) supports CoM SSA through its current implementation phase (Phase IV), which aims to significantly scale the initiative’s impact by enhancing access to finance for climate-resilient urban infrastructure.
• GIZ works in close collaboration with selected CoM SSA cities to strengthen climate-resilient urban planning and to provide targeted technical assistance for infrastructure project preparation.
• This includes advisory services for financing, private-sector engagement, and the integration of inclusive, participatory planning approaches, particularly in energy transition, urban resilience, and adaptation to climate change.
• Through CoM SSA, local authorities across Sub-Saharan Africa make voluntary political commitments to implement climate and energy strategies aligned with long-term goals for climate change mitigation, adaptation, and equitable access to sustainable energy

Scope of Role

• The Technical Advisor will support developing and implementing technically sound, finance-ready infrastructure projects, focusing on energy systems, sustainable mobility, and smart solutions.
• Working at the intersection of infrastructure development, private-public sector cooperation, and digital innovation, the advisor will guide partners in structuring renewable energy and mobility projects, advancing digital infrastructure, and securing financing for resilient urban systems.

Tasks:

• Mapping and engaging domestic and international financing institutions (development finance, climate funds, commercial banks, equity investors) to mobilise investments in renewable energy and infrastructure.
• Supporting the design of bankable business models, including for grid-tied and off-grid solar systems, energy efficiency retrofits, e-mobility charging infrastructure, and clean transport hubs.
• Refining financing structures such as blended finance, performance-based contracts, and PPPs in cooperation with external consultants and institutional partners.
• Organising matchmaking and investment dialogues between public institutions, financial actors, and private sector players.
• Implementing capacity building measures for local administrations through topical workshops, seminars and training on project preparation and financing.
• Identifying, screening, and structuring a robust pipeline of infrastructure projects, with an emphasis on solar PV systems, renewable energy integration, energy storage, and e-mobility.
• Conducting or supervising energy and e-mobility audits, technical needs assessments, and stakeholder consultations.
• Supporting the development of pre-feasibility and feasibility studies, as well as procurement strategies for infrastructure and energy investments.
• Strengthening institutional and technical capacities of public authorities and utilities to plan, procure, and implement infrastructure projects in line with climate and digital transformation goals,
• Advising on the energy components of the Sustainable Energy Access and Climate Action Plans (SEACAP)s for identified political partners in line with national mandates and CoM SSA guidelines.
• Promoting the integration of smart technologies, IoT, AI and digital monitoring systems into urban energy and mobility infrastructure.
• Advising on digital infrastructure readiness, interoperable systems, and data governance for public-private partnerships in the energy and e-mobility sectors.
• Supporting the design and rollout of digital platforms and data tools for energy performance tracking and demand forecasting,
• Building bridges between public institutions, digital innovators, and research institutions for the co-creation of scalable smart infrastructure solutions.
• Coordinating multi-stakeholder project implementation, ensuring alignment with sector strategies, funding frameworks, and climate goals.
• Building relationships with energy and transport authorities private energy service companies (ESCOs), and mobility solution providers.
• Leading field missions, progress reviews, and reporting on infrastructure project implementation and impact.
• Documenting and disseminating lessons learned, success stories and case studies through reports, presentations and stakeholder events.
• Familiarize with other GIZ program components and projects, concepts and levels of progress, and know the relevant experts and collaborators.
• Represent and defend the interests of the project

Qualification Required & Experience

• Advanced university degree (Master’s level or equivalent) in a relevant discipline such as Energy Engineering, Sustainable Infrastructure, Urban Mobility, Economics, or Finance.

Professional Experience

• A minimum of five years of substantive professional experience in the conceptualisation, implementation, or financing of ubran infrastructure projects, particularly renewable energy systems, mobility solutions, or smart urban infrastructure.

Other Competencies and Skills

• Demonstrated ability to engage and advise public sector institutions and/or private sector actors in the development and execution of infrastructure or renewable energy initiatives,
• Solid understanding of technical, institutional, and regulatory frameworks relevant to energy and transport infrastructure development,
• Familiarity with the full infrastructure project lifecycle, including feasibility analysis, procurement processes, contract structuring, and performance monitoring mechanisms,
• Experience in working with development finance institutions, climate finance mechanisms, or private investment partners is considered a significant asset,
• Proven expertise in solar energy technologies, energy efficiency measures, and electric mobility applications is an asset,
• Competence in leveraging digital technologies and AI-based solutions to enhance infrastructure planning, implementation, and service delivery is an asset,
• Strong skills in data management and the visualisation of results, particularly in relation to infrastructure performance, planning insights, and stakeholder reporting,
• Excellent coordination and stakeholder engagement skills, with a proven communication, facilitation, and consensus-building track record,
• Excellent project management capabilities and advanced planning, writing, and analytical skills,
• Strong representational and public speaking skills, with the ability to effectively engage private sector stakeholders and navigate their networks, language, and working culture,
• Demonstrates high responsiveness, attention to detail, and ability to deliver high-quality outputs within tight timeframes,
• High levels of responsiveness, intercultural competence, gender sensitivity, and professional integrity, with the ability to work autonomously while contributing effectively to interdisciplinary teams,
• Full professional proficiency in English; additional language skills are an advantage.
