Job Vacancy For Senior Manager, Business Development
Role Summary
• Leads the organization's capita mobilization and investment partnership agenda to attract private, concessional, and blended finance in support of Ghana's strategic priorities and Flagship programme
• The role shapes investor engagement strategy, co-financing structures and delivery mechanisms that convert partnership partnerships into capital inflows aligned with organization's mandate as the national coordination agency for development finance
• The Senior Manager serves as organization's lead interface with DFIs, impact investors, sovereign wealth funds and private capital partners, ensuring that commercial and blended capital inflows are structured with fiduciary discipline and aligned to Presidential directives
Key Responsibilities
Capital Mobilisation and Partnership Development
• Develop and implement an investor Relations Framework covering engagement protocols, partner communications and deal-tracking processes
• Represent the organization in investment forums, partner roundtables and roadshows, positioning the organization as Ghana's trusted coordination vehicle for national-scale investments
• Prepare briefing notes, talking points and investment decks for the CEO, Board Chair and senior government officials
• Maintain strategic visibility with investors through consistent updates and deal pipeline reporting
• Coordinate with the CEO's office and Director of Strategy to ensure investor outreach supports the Presidential stakeholder engagement programme
• Develop a quarterly investor intelligence Brief for the CEO and Board summarizing trends, emerging opportunities and competitor benchmarks
Financial Structuring and Proposal Development
• Lead financial and commercial structuring of investment cases, blended-finance models, and term sheets for bankable projects
• Ensure all financial models meet ERR, ESG and fiduciary standards
• Design innovative instruments (e.g, guarantees, concessional facilities, matching funds) to crowd InPrivate investment alongside donor or grant funding
• Ensure the organisaion's blended-finance instruments meet both commercial viability and developmental additionality tests
Grant Compliance and Due Diligence Oversight
• Supervise the Assistant Manager, Grants, ensuring robust systems for documentation, due diligence, reporting and compliance across all investment and co-financing partnerships
• Strengthen internal processes for funder and investor reporting, ensuring timely submissions and zero audit exceptions
• Maintain consistency in fiduciary and governance standards across philanthropic private capital projects
• Use compliance insights to improve investor confidence and accelerate fund disbursement readiness
Coordination and Knowledge Management
• Maintain an integrated Capital Pipeline Dashboard tracking both private and philanthropic inflows
• Document investor engagement outcomes, pipeline status and lessons for management dashboard and quarterly reports
• Coordinate with the Programme Planning Unit and strategy secretariat to ensure capital mobilization data informs the organization's institutional KPI and performance dashboard
Cross-Functional Collaboration and Governance
• Collaborate closely with the Senior Manager, Philanthropy & Grants to align philanthropic and private capital streams, particularly where grant-funded work supports investor readiness or project incubation
• Liaise with Finance and legal directorates to ensure all transactions adhere to the regulations
• Uphold fiduciary integrity and conflict-of-interest standards in all partnerships and investment negotiations
• Support the Director and CEO's office in briefings to the Board and the Office of the President on capital mobilization performance and strategic risks
Qualification Required & Experience
• Master's Degree in Economics, Finance, Investment, Development Studies, or related field
• 15 years of progressive experience in investment facilitation, capital mobilization, blended finance or PPP structuring
• Proven experience managing investor relations, structuring transactions and advancing projects to financial close
• Strong understanding of development finance instruments, co-financing models and philanthropic partnerships
• Excellent stakeholder engagement, negotiation and presentation skills
• Experience working across government, private sector and development partner ecosystems
