Job Vacancy For Director, Monitoring and Evaluation
Job Summary
• The Director, Monitoring and Evaluation, is responsible for leading the design, implementation and management of a robust monitoring and evaluation (M&E) system for MiDA programs.
• The role ensures the collection, analysis and reporting of data to organization's strategic objectives and international funding agency's standards
• The Director provides strategic leadership in results-based management, learning, accountability and performance reporting across all programme activities
Key Responsibilities
M&E Strategy and System Development
• Develop and implement the organization's overall M&E strategy and framework in line with program objectives and international funding agencies standards
• Lead the design of indicators, logical frameworks (log frames) and performance monitoring plans (PMPs) for all projects
• Ensure that M&E systems support data-driven decision-making, learning and performance improvement
• Communicate the M&E plan and explain the M&E system to all key stakeholders, particularly project implementers, to ensure a common understanding by all
• Direct implementation of all activities laid out in the M&E plan and ensure all requirements of the M&E plan are met by the organization
• Oversee the development of the organization's M&E policy and procedures manual
Data Collection, Management and Analysis
• Oversee the design and implementation of data collection tools and methodologies
• Ensure the timely collection, validation, storage and analysis of high-quality monitoring data
• Establish and maintain project performance databases and dashboards
Evaluation and Learning
• Coordinate independent evaluations (baseline, midterm, endline) in collaboration with the funding agency and external evaluators
• Promote the use of evaluation findings for program improvement, accountability and sustainability
• Facilitate knowledge-sharing and learning events across the organization's teams and stakeholders
• Review and analyse M&E dat regularly with decision makers to establish whether the projects are achieving outcomes and objectives and recommend corrective actions
Reporting and Communication
• Prepare and submit periodic performance reports (including the quarterly and annual performance reports) to the Board of Directors, the funding agency, management and relevant stakeholders
• Ensure accurate documentation and presentation of progamme results and impact stories
• Represent the organization in M&E-related technical working groups, donor discussions and national platforms
Compliance and Quality Assurance
• Ensure all M&E activities adhere to the funding agency's guidelines for monitoring and evaluation and other relevant standards
• Develop and implement M&E quality assurance protocols and risk mitigation measures
• Support audits, data verification and evaluation readiness assessments
Qualification Required & Experience
• Master's Degree in Monitoring and Evaluation, Economics, Development Studies, Statistics, Public Policy or a related field
• Minimum of 20 years of relevant experience, including at least 5 years in a senior M&E leadership role
• Experience working with international donors (Especially the World Bank and similar agencies) and managing large-scale development projects
• Strong technical knowledge of M&E methodologies (qualitative and quantitative), statistical tools and impact evaluation.
Skills and Competencies
• Expertise in developing M&E systems, log frames, KPIs and performance indictors.
• Advanced data analysis skills using software such as STATA, SPSS, R or Power BI
• Excellent communication, leadership and report writing skills
• Strong organizational, analytical and problem-solving abilities
• High integrity and a commitment to results, learning and continuous improvement
