Job Summary

The Assistant Manager, Database Management is responsible for the design, development, maintenance and administration of the organization's monitoring and evaluation databases. This role supports data-driven decision-making by ensuring that evaluation and performance data are collected, stored, validated and made accessible in an efficient and secure manner. The role ensures data integrity, supports reporting and analytics functions, and helps manage the technical infrastructure needed for evidence-based programme evaluation

Key Responsibilities

Database Development and Administration

• Design, develop and maintain relational databases and data management systems to support M&E and evaluation activities
• Establish and enforce database standards, data dictionaries and metadata protocols
• Ensure data security, bankups and access controls in compliance with the organization and the funding agency guidelines
• Ensure data storage and dissemination activities maximize protection of confidentiality of survey respondents personally identifiable information

Data Collection and Integration

• Support the development and deployment of digital data collection tools (e.g, KoboToolbox, ODK, SurveyCTO)
• Clean, standardize and import large datasets from internal and external sources (surveys, administrative data, evaluations)
• Ensure seamless integration between evaluation datasets and the organization's performance management systems

Quality Assurance and Data Integrity

• Develop and run scripts to identify anomalies, errors and inconsistencies in datasets
• Support data validation processes in collaboration with the Evaluation and Monitoring teams
• Maintain audit trails and data documentation for accountability and reproducibility

Support to Evaluation Activities

• Develop data dashboards and visualization tools to support management and stakeholder reporting
• Generate customized reports and data use
• Assist in constructing datasets for baseline, midline and endline evaluations
• Provide technical support during data analysis, visualization and reporting

Reporting and Dashboards

• Develop data dashboards and visualization tools to support management and stakeholder reporting
• Generate customized reports and data summaries for internal and external use
• Ensure alignment of databases with indicators in the organization's results framework

Qualification Required & Experience

• Bachelor's degree in Computer Science, information systems, Statistics, Data Science, or related field
• A Master's degree is an advantage
• At least 10 years of relevant experience in database management, preferably in a donor-funded or development programme
• Experience managing databases for M&E, evaluation, or research projects

Skills and Competencies

• Proficiency in database software (e.g., MySQL, PostgreSQL, SQL Server, MS Access).
• Strong skills in SQL scripting, data modelling, and ETL processes
• Familiarity with data collection tools (ODK, KoboToolbox) and GIS tools (ArcGIS/QGIS) is an advantage
• Knowledge of data visualization tools (Power BI, Tableau or similar).
• Strong problem-solving and documentation skills
• High attention to detail and commitment to data quality and security
