Project: Global Health Supply Chain Program– Procurement and Supply Management (GHSC-PSM) project, Ghana

Background

The Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is working with the Government of Ghana through the Ministry of Health (MoH) and Ghana Health Service (GHS) to ensure uninterrupted supply of health commodities to clients in health facilities. The GHSC-PSM is the primary vehicle through which the U.S. Department of State (DoS) provides supply chain technical assistance to the Ministry of Health and Ghana Health Service to 1) procure and provide health commodities, 2) improve Ghana’s management of the public health supply chain, and 3) collaborate with key stakeholders to support global health initiatives.

The Finance Associate is an entry-level position that will report directly to the Chemonics Senior Finance Manager and is responsible for project accounting and ensuring strict compliance to Chemonics policies and the DoS regulations.

Principal Duties and Responsibilities (Essential Functions)

The Finance Associate is responsible for the following principal duties and responsibilities:

• Assist Senior Finance Manager and Finance Team in various aspects of project accounting and financial management, particularly strict adherence to Chemonics policies and procedures, the DoS rules and regulations, and Ghanaian law.
• Assisting the Finance Team in processing advance requests, expense reports, and working advances for payment, to address any backlog due to increase in project activities and prevent future backlog.
• Assist the Finance Team in maintaining project files and complete and accurate documentation in order to ensure the project is ready for internal or external reviews or audits
• Assist in ensuring that incurred costs are allowable, allocable, and reasonable in accordance with DoS cost principles and Chemonics policies and procedures.
• Assist in reviewing documentation for all social security, payroll and income tax deductions at source to relevant public and private agencies.
• Be the primary reviewer of all travel advance requests, expense reports and vendor invoices to ensure compliance with set accounting standards.
• Perform other duties as required or assigned.

Qualification Required & Experience

To perform this job successfully, the individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

• Bachelor’s degree in accounting or finance from a recognized University is required.
• Must have completed National Service within the last two years.
• Excellent interpersonal and communications skills
• Computer skills in Word, Excel, PowerPoint, and any accounting software programs required.
• Willingness to learn more practical skills to achieve organizational results.
• Ability to work in a flexible and dynamic office with both operations and technical teams.
• Fluency in English required
