ANGLOGOLD ASHANTI (IDUAPRIEM) LIMITED (A subsidiary of AngloGold Ashanti Limited) operate the combine Teberebie and Iduapriem open-pits gold mines at Tarkwa in the Western Region of Ghana and has a work force of over 1400, including contractors.

POSITION: Social Vulnerability & Livelihoods Lead
DEPARTMENT: Capital Projects
LEVEL: STRATUM 2 – MEDIUM
LOCATION: Iduapriem Mine, Tarkwa
EMPLOYMENT STATUS: Fixed Term

OBJECTIVE OF THE ROLE

The role ensures that vulnerability risks are systematically assessed, institutionally coordinated, mitigated, monitored, and responsibly exited, in compliance with IFC Performance Standards (PS1 & PS5), Ghanaian statutory requirements, and Good International Industry Practice (GIIP).

ROLE ACCOUNTABILITIES

Vulnerability Identification & Strategy

•Develop and implement the Vulnerability Identification and Management Strategy.
•Apply vulnerability screening tools capturing social, economic, health, gender, age, disability, household structure, livelihood dependency, and adaptive capacity.
•Distinguish between pre?existing, transitional, and project?induced vulnerability.
•Maintain a Vulnerability Register integrated with resettlement and grievance management systems.
•Link spatial datasets with asset inventories, census data, and socioeconomic survey databases.

Stakeholder Engagement & Institutional Coordination

•Develop and maintain a Key Stakeholder Management Plan.
•Coordinate with Ministry of Gender, District/Municipal Assemblies (Social Welfare, Planning, Environmental Health), CHRAJ, Municipal Health Directorate, NGOs, CBOs, and faith?based groups.
•Manage referrals, joint assessments, and service delivery pathways.
•Align interventions with LEAP, NHIS, disability support, and other national social protection schemes.

Vulnerability Management Committee

•Establish and coordinate a Standing Vulnerability Management Committee (project representatives, state institutions, traditional authorities).
•Facilitate deliberations on case reviews, intervention planning, and escalation/exit decisions.
•Document resolutions and track implementation.

Support Transitioning

•Develop and implement a Weaning?Off / Cut?Off Framework covering support duration, exit thresholds, and extension criteria.
•Ensure interventions restore self?reliance and avoid dependency.

Success Criteria & Sustainability Metrics

•Define success and exit criteria aligned with national development indicators.
•Develop sustainability metrics across income stability, food security, health access, housing security, education continuity, skills acquisition, and technology adoption.
•Validate success criteria with relevant state institutions.

Compliance & Ethical Standards

•Ensure compliance with IFC PS1 & PS5, Minerals and Mining Act (Act 703), L.I. 2175, National Environmental Standards (NES 5), and social protection/human rights policies.
•Ensure ethical handling, confidentiality, and dignity in all vulnerability engagements.
•Maintain audit?ready data and documentation.

Advisory & Risk Management

•Advise Project Manager on measurable PAP vulnerability outcomes and improvement indicators.
•Provide risk?based advice on residual vulnerability, reputational exposure, and compliance.
•Support management decisions with evidence?based recommendations.

Monitoring, Evaluation & Reporting

•Establish an M&E framework for vulnerability and livelihood outcomes.
•Apply the Sustainable Livelihoods Framework (human, social, natural, physical, financial capital).
•Monitor technology and innovation uptake in livelihood restoration.
•Produce periodic analytical reports on trends, risks, lessons learned, and corrective actions.

Communications & Documentation

•Develop standardized engagement and communication templates for vulnerability cases.
•Ensure transparent, culturally appropriate communication of decisions and outcomes.
•Maintain comprehensive, auditable records for internal audit and regulatory review.

Qualification Required & Experience

•Bachelor’s degree in Social Work, Sociology, Development Studies, Social Policy, Community Development, or related field.
•Master’s degree in Social Policy, Development Practice or related field highly desirable.

Experience

•7–10 years’ experience in social development, resettlement, livelihoods, or vulnerability management in mining or infrastructure settings.
•Proven experience working with government social protection institutions.
•Experience implementing or auditing IFC Performance Standards / World Bank ESF projects.

Knowledge & Skills

•Proficiency in vulnerability assessment and case management.
•Strong skills in livelihood restoration and sustainability planning.
•Experience with monitoring and evaluation systems.
•Strong stakeholder coordination and institutional engagement.
•Regulatory compliance and audit preparedness.
•Advanced information management; strong data analysis and reporting skills.
•Ability to engage communities, regulators, and management confidently.
