Terms of Reference for the provision of consultancy services: Strengthening the capacity of grant partners on Logic Model, Theory of Change, and Results-Based MANAGEMENT.

1. Background

The Vibrant Village Foundation (VVF) is a U.S.-based private philanthropic foundation that supports local, community-driven organizations to reduce poverty and improve livelihoods across West Africa and Central and Southern America. VVF provides flexible grants and capacity-building support to partner organizations implementing programs in areas such as health, WASH, agriculture, livelihoods, gender equality, and governance. VVF also directly implements community development programs in Ghana and Kenya.

As part of its ongoing capacity strengthening efforts, VVF seeks to engage a qualified Consultant to provide targeted support to five (5) Ghanaian partner organizations on Results-Based Management (RBM) — specifically, on developing and applying logic models, theories of change, and results-based reporting. The consultancy will be guided by and aligned with VVF’s Monitoring, Evaluation, Accountability and Learning (MEAL) Approach and Guidance (attached to this ToR) ensuring consistency with the Foundation’s overall learning and accountability framework.

2. Objective of the Assignment

The overall objective is to enhance the ability of VVF’s partners to plan, monitor, and report their programs using results-based approaches that link activities to measurable changes or outcomes.

Specific objectives include:

• Assess the current M&E tools and practices used by partners, identifying capacity gaps and areas for improvement.
• Build partner capacity to design and apply logic models that clearly show the relationship between activities, outputs, and outcomes.
• Strengthen the ability of partners to develop SMART indicators (Specific, Measurable, Achievable, Relevant, and Time-bound).
• Support partners to develop or refine their Theory of Change (ToC) frameworks.
• Improve the quality and consistency of results-based reporting aligned with partners’ results chains.
• Provide one-on-one coaching and mentorship to consolidate learning and ensure application of RBM tools.

3. Scope of Work and Key Tasks

The Consultant will be expected to perform the following tasks:

Phase 1: Inception and Planning

• Review relevant program and grant documents provided by VVF and its partners.
• Develop a detailed inception report, including methodology, work plan, and training agenda for VVF’s approval.

Phase 2: Capacity Building Workshop

• Design and deliver a 3-day in-person group training course for the five (5) partner organizations.
• The training should cover:
o Overview of Results-Based Management (RBM) and the logic model framework.
o Developing outputs, outcomes, and indicators that are SMART.
o Crafting and visualizing a Theory of Change (ToC).
o Practical exercises on results-based reporting and measurement.

Phase 3: Coaching and Mentorship

• Provide follow-up coaching and mentorship (virtual and/or in-person) for each organization over a 3-month period.

• Support partners to:

o Refine or develop their logic model and ToC.
o Strengthen their M&E frameworks and indicators.
o Develop and apply relevant tools for data collection and analysis

Phase 4: Reporting

• Submit:

o Inception Report – including methodology and schedule.
o Training Report – summarizing sessions, participant feedback, and outcomes.
o Final Report – documenting key achievements, partner progress, and lessons learned.

4. Duration and Key deliverables

The assignment will run for a period of three months, beginning from the date of signing contract. The key deliverables of the assignment are in the table below:

Qualification Required & Experience

The ideal candidate will have:

• Advanced degree in Development Studies, M&E, Project Management, or a related field.
• Minimum of 7 years of professional experience in Results-Based Management (RBM), M&E, and capacity strengthening.
• Proven experience facilitating logic model, Theory of Change, and indicator development workshops for NGOs.
• Demonstrated expertise in facilitating participatory training sessions and designing applied learning exercises for adult learners.
• Demonstrated coaching and mentoring skills with community-based organizations.
• Strong analytical, communication, and writing skills in English.
• Familiarity with the Ghanaian NGO landscape and community development context is an asset.

6. Reporting and Supervision

The Consultant will report directly to the Regional Director – West Africa, Vibrant Village Foundation. Coordination will be maintained with VVF and partner organizations. The consultancy will be based in Ghana (Tamale and Walewale), with the group training conducted in-person (venue to be determined) and follow-up sessions held virtually or in-person depending on need and logistics.

7. Payment Terms

Payments will be made based on satisfactory completion of deliverables as follows:

• 20% upon signing the contract.
• 40% after completion of the group training and submission of the inception and training report.
• 40% upon submission and approval of the final report.
