The Volta is a transboundary river, which drains, an area of about 400,000 km2 and is shared by six countries - Benin, Burkina Faso, Cote d'lvoire Ghana, Mali and Togo - that are dependent on its natural resources for their development. To institute measures for sustainable transboundary water resources management, the VBA was established by the Governments of the riparian countries with its headquarters in Ouagadougou, Burkina Faso .The authority mandate is essentially to:

•  Promote permanent consultation tools among the parties for the development of the basin
•  Promote the implementation of integrated water resources management and the equitable distribution of the benefits resulting from their various utilisations;
•  Authorize the development of infrastructure and projects planned by the stakeholders and which could have substantial impact on the water resources of the basin;
•  Develop joint projects and works;
•  Contribute to poverty alleviation, the sustainable development of the Parties in the Volta basin, and for better socioeconomic integration in the sub-region

Description Of Job

Major Responsibilities:
The Information Technology Specialist - Systems Administrator will participate in the development and/or maintenance of the computerized tools required in the Department of the Observatory with the view to contributing to fulfill the mandate of VBA. Specifically, he/she shall:

•  Participate in the analysis and the development of computerised tools for the observatory (data base(s); information systems for decision support)
•  Assure the administration and the maintenance of VBA'S database and computerised scientific applications;
•  Contribute, with the national focal structures, to the functioning of the network of hydrological, environmental and socio-economic data collection, validation, exploitation and of diffusion in the basin; train and assist users of computerised applications;
•  Exploit the database and the computerised scientific applications of ABV to provide, on demand from the authorities of ABV, pertinent information that can assist decision makers to take decisions in favour of sustainable development in the basin (statistical tables, summary maps, thematic maps, etc)

Qualification Required & Experience

The candidate must have:

•  At least a Masters degree or equivalent in Computer Science;
•  Additional training or qualification in Geographic Information System (GIS) will be an advantage;
•  At least 5 years experience in the development and maintenance of databases and computer applications to science;
•  Experience in the administration of systems and networks;
•  Excellent communication and interpersonal skills as well as have great interest for science environment;
•  Good command of either French or English and ability to speak the other
