Job Vacancy For Aquaculture Specialist At Fisheries Commission



The assignment of the Aquaculture Specialist covers the following tasks:

•   Manage the implementation of WARFP Ghana Component 4: Aquaculture Development
•   Contribute to the preparation or revision of the annual work program, budget and monitoring and evaluation plan for review by the Project Technical Committee and the Steering Committee with focus on Component4;
•   Lead the implementation of the following activities:
a) Developing a Volta Lake zoning plan based on EIA criteria within the aquaculture policy and legal framework;
b) identify other aquaculture growth centers and evaluate the need for zoning;
c) improving the genetic quality of Tilapia fingerlings and brood-stock;
d) catalyzing aquaculture development for medium and large scale enterprises;
e) marketing and technical studies; and
f) support for small-scale aquaculture development.
•   Ensure that all aquaculture support measures under the program
a) are informed by appropriate economic investment analysis:
b) are sequenced appropriately with relevant policy initiatives;
c) comply with all relevant environmental and social impact standards; and,
d) support an Ecosystems Approach to Aquaculture (http://www.fao.org/fishery/topic/16035/en)
•   Work with the commercial aquaculture sector to strengthen the capacity of associations and producer groups so that they play a greater role in governance of the sector
•   Draw up a needs assessment of the Fisheries Commission in respect of capacity
•   Build capabilities within the Fisheries Commission and other aquaculture stakeholders through the sharing of skills and expertise, mentoring and the establishment of enduring systems, frameworks and processes for evaluating and implementing aquaculture initiatives

Duration of Assignment
The appointment is for eight man-months over a period of twelve calendar months commencing from August 2014 with possibility of extension.

Qualification Required & Experience

•   Candidate must possess a minimum of Master's degree with at least fifteen years' experience in related field;
•   Excellent  written   and  verbal   communication   skills  (English language is essential);
•   Business judgment and analytical decision making;
•   Ability to understand and incorporate information from other relevant disciplines,
•   including economics, public sector governance and agribusiness;
•   Demonstrated ability to deliver tasks within set deadlines:
•   Commitment to work effectively as part of a team, sharing expertise collaborating and mentoring.

Additional Experience

•   Knowledge of public sector policy and management options for improving performance in a developing country context;
•   Project management experience in similar projects, preferably aquaculture policy and legal framework development;
•   Record of participation in innovative, strategic and sustainable aquaculture solutions that integrate multiple aspects of resource management and investment;
•   Minimum of five years' experience in working with local stakeholders, preferably in aquaculture.
