Job Vacancy For Communication & Outreach Director At Millennium Development Authority (MiDA)



The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimillion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will  be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact program in a transparent, timely effective, efficient, results-oriented and fiscally sound manner,

Job Summary

Reporting to COO, responsibilities include:

•   Develop and implement broad-based policies and plans to ensure meaningful community/public participation in planning, monitoring and evaluating the programmed (the latter in coordination with the MiDA M&E and Economics Director).
•   Develop and implement a private sector partner outreach strategy in conjunction with the MiDA CEO and relevant Directors and Managers; communicate private sector successes, as well as publicize opportunities,
•   Collaborate with the M&E and Economics Director and Project Directors and Managers to issue timely bulletins to stakeholders and target groups furnishing them with information about the programme.
•   Develop the consultative process plan, in compliance with MCC's requirements, in collaboration with the Project Directors and Managers, Reform Unit Director, ESP Director and Director for Social and Gender Assessment,
•   Manage and direct the development of the MiDA website.
•   Manage and direct MiDA's social media strategy and presence.
•   Ensure that minutes of meetings are properly recorded and made public via the MiDA website.
•   Track and promote action on MCC eligibility indicator performance.
•   Manage GoG/MiDA relations by building, maintaining, and leveraging a good network of contacts to facilitate and/or promote the programme.
•   Monitor and liaise with the media to ensure that accurate information about the programme reach the public domain.
•   In collaboration with the MiDA M&E and Economics Director, communicate progress to results as per the M&E plan.
•   Take direction from the COO in serving as the spokesperson for MiDA. Using input from CEO or COO prepare
•   speeches for CEO or COO public speaking engagements.
•   Coordinate with MCC Congressional and Public Affairs office on Compact messaging strategy
•   Ensure compliance with MCC's Standards for Global Marking, including the development and use of logos and standards for marking assets and promotional materials under the compact.

Qualification Required & Experience

•   Bachelors degree in Communications, Community Development. Business Administration or related field (advanced degree preferred).
•   Ten (10) years of relevant working experience in corporate communications, community and public outreach, three (3) years of which should be at a management level.
•   Demonstrated knowledge of social and environmental impact assessment, gender, and resettlement issues.
•   Demonstrated knowledge and expertise in group and public facilitation.
•   Demonstrated knowledge and expertise in Grafting and delivering messages to diverse stakeholders
•   Outstanding organizational and interpersonal skills evidenced by demonstrated capability of building and maintaining productive relationships and working collaboratively with a range of actors and stakeholders, including government officials, private sector partners, international donors, contractors, and counterparts.
•   Must demonstrate from previous work experience the ability to collaborate effectively with peers, as well as work across departments or divisions.
•   Advanced computer skills in email, word processing, and the Internet, website design, and photo editing programmes.
•   Advanced knowledge and experience using social media tools such as Twitter, Facebook and instagram in a professional capacity a plus.
•   Excellent written and verbal communication skills in English,
