Job Summary

IBIS seeks to engage a Communications Specialist to manage and coordinate all communication-related activities under the USAID-funded Ghana Strengthening Accountability Mechanisms (GSAM) project. The five-year project is being implemented by CARE, ISODEC and IBIS to strengthen citizen oversight of capital development projects to improve local government transparency, accountability and performance.

Duty Station: National CARE - GSAM Office, Accra, but with regular travels to project target districts/communities across the 100 project districts in Ghana.

Reporting To: Chief of Party (COP)

Job Functions and Responsibilities

•   Develop, implement and monitor all Communication and Media Plans related to the project;
•   Support the packaging and dissemination of information on district performance audits through appropriate channels to targeted citizens;
•   Lead in the preparation and dissemination of bi-annual bulletins on citizens assessment of district assembly performance and craft key campaign messages, strategies and dissemination plans on the project;
•   Support CSOs to develop and issue policy briefs and position papers on performing and non-performing district assemblies and build capacity where necessary;
•   Facilitate all engagements with the mass media and forge a collaborative relationship for the delivery of the project’s communication goals;
•   Identify and develop appropriate communication channels to keep all stakeholders informed about the progress of implementation and promote effective and regular dialogue amongst all the stakeholders to increase participation and buy-in;
•   Work with Zonal Project and M&E officers to ensure Gender Sensitive and Inclusive Communication in the GSAM project nationwide;
•   Organize and generate public support for special events and activities as well as supporting advocacy and influencing activities by planning GSAM’S participation, including preparation of information materials (e.g., press releases, summaries, project fact sheets etc), and necessary logistic arrangements.
•   Provide the required communications inputs to project reporting and carry out any other duties and responsibilities that might be assigned by the Chief of Party.

Qualification Required & Experience

•   A degree or Advanced Degree in communication or journalism.
•   At least five years practical professional work experience in communication, print and broadcast media.
•   Fluency in English required, excellent communication skills and demonstrable writing skills
•   Knowledge of current theories and practices in communication research, and the role of mass media.
•   Ability to research, analyze, evaluate and synthesize information.
•   Ability to draft clearly and concisely ideas and concepts in written and oral form; specific skills in writing press releases and articles/stories for traditional and electronic media.
•   Proven ability to effectively manage relationships with media representatives, government officials and other GSAM partners.
•   Proven ability to work as part of a team.
•   Knowledge of computer systems, Internet navigation and various office applications, specifically interactive digital media.
•   Knowledge of photography and or use of video
•   Proven ability in working with publisher, Coral Draw or other publishing software
•   Knowledge of speech writing and Ability to write at short notice.
