Job Vacancy For Environmental & Social Performance Director At Millennium Development Authority (MiDA)



The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimillion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will  be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact program in a transparent, timely effective, efficient, results-oriented and fiscally sound manner,

Job Summary

Reporting to COO, responsibilities include:

•   Lead MiDA's efforts to integrate environmental and social considerations into project design and implementation, These include: (a) ensuring that all projects meet MCC requirements, including the International Finance Corporation's Environmental & Social Performance Standards; (b) identifying opportunities for enhancing project design and implementation through the application of good international practice.
•   Guide the development and review of ESP documents including (but not limited to) Environmental and Social Assessments, Resettlement Policy Frameworks (RPF). Resettlement Action Plans (RAPs), Environmental and Social Management Systems (ESMS, for projects, as well as for MiDA as a whole), and ESP reporting.
•   Engage MiDA Project Directors and Project Managers. MCC staff, and government counterparts to effectively integrate environmental and social considerations into project development and implementation.
•   Ensure that resettlement planning and implementation are incorporated into studies, plans, and project implementation with Ghana law and IFC Performance Standard 5.
•   Undertake regular site visits in support of project implementation.
•   Coordinate closely with the MiDA: ECG and NEOCo Turnaround Project Managers and the Access Project Manager to ensure proper oversight of implementation of all Compact-funded infrastructure projects.
•   Supervise ESP staff and manage consultants to ensure that environmental and social-related deliverables and work products are acceptable. Prepare and/or review terms of reference, budgets, timelines and cost estimates for ESP-related procurements for civil works and consultant services, and provide contract and project management support.
•   Serve as a key interlocutor on environmental and social issues (including resettlement) between: (a) the project-affected parties and MiDA; (b) MiDA and the MCC ESP; and (c) MiDA and other Ghanaian institutions.
•   Support the Communications and Outreach Director (in collaboration with the Director for Social and Gender Assessment) in the planning and implementation of public consultation sessions.
•   Keep MiDA's management team and MCC informed of ESP risks, opportunities, and recommended actions

Qualification Required & Experience

•   Advanced degree in natural or social science, environmental planning, environmental engineering, or similar discipline.
•   Ten (10) or more years' professional experience in a related field, five (5) years of which include leading efforts to integrate environmental and social considerations into infrastructure design and implementation.
•   Working knowledge of (a) Ghana environmental laws and regulations, particularly those relevant to energy, public health and safety, consultation, and land acquisition and resettlement: and (b) good international industry practice, including International Finance Corporation's Environmental & Social Performance Standards.
•   Experience working on projects funded by international organizations and the energy sector are highly desirable.
•   Demonstrated ability to provide effective oversight and collaborate with multidisciplinary teams and institutions including technical experts, government officials, project-affected parties, and civil society.
•   Demonstrated ability to manage a variety of tasks with minimal supervision
•   Strong supervisory and mentoring skills.
•   Excellent organisational and interpersonal skills evidenced by demonstrated capability of building and maintaining productive relationships and working collaboratively with a range of actors and stakeholders. including government officials, private sector partners, international donors, contractors, and counterparts.
•   Must demonstrate from previous work experience the ability to collaborate effectively with peers, as well as work across departments or divisions
•   Advanced computer skills (MS Office Internet)
•   Excellent written and verbal English skills.
