Job Vacancy For Executive Director – Performance Monitoring & Evaluation (PME)



A central management entity as a Public Service Organisation established by Law and committed to employment equity is inviting applications from suitable qualified Ghanaians to full the following vacancy: Executive Director - Performance Monitoring & Evaluation (PME)

Purpose:

• Provide support to state enterprises through the formulation of performance contracts, and the monitoring and evaluation of performance for effective, efficient and profitable operations.

Principal Responsibilities

• Ensure efficient and effective management of the resources of the Planning, Monitoring and Evaluation Department in line with the general policies and objectives of the entity
• Translate sector policies into specific action plans for state enterprises and monitor the implementation of plans to ensure achievement of objectives
• Establish the necessary standards for evaluating the performances of state enterprises and advises on rewards and sanctions
• Assist in formulating performance contracts and review long term plans of state enterprises and consolidate them into state enterprise sector plan.
• Monitor and review the strategic planning taking place in state enterprises and provide guidelines on planning and reporting formats
• Assess the contribution of state enterprise to the socio-economic development of Ghana
• Advise the executive Chairman on mergers, liquidations, privatization and government policies that effect state enterprise
• Evaluate the performance of State Enterprises in terms of their objectives, plans and activities in order to ensure efficient and profitable operations
• Assist in the proper professional development of staff of his/her department for the effective discharge of responsibilities
• Develop guidelines and procedures for the establishment and the operation of the planning, monitoring and evaluation activities of state enterprises
• Monitor and evaluate performances of state enterprises and submit quarterly and annual reports
• Appraise staff performance and assist in the proper professional development of staff of his/her department for the effective discharge of responsibilities
• Prepare annual department budget

Qualification Required & Experience

• A first degree in Accounting, Engineering, Economics or a related subject plus a postgraduate qualification
• A minimum of 8 years relevant experience in a reputable organisation with 3 years of which should be a in a senior management position or MBA with a minimum of 8 years relevant experience
• A proven record of effective management and motivation of a substantive multi-disciplinary professional staff
• Must have working knowledge and skill in computer applications
• Must comprehend financial reporting systems and standards in the corporate business world
