Job Summary

The Accountant will work under the supervision of the Director of Finance and Administration to design, implement and ensure adherence to financial policy, budgets and internal control measures.

This position will manage project finances, produce timely financial reports, work in conjunction with Director of Finance and Administration in the preparation and tracking of budgets, and ensure compliance with USAID, Ghanaian, and company rules and regulations and requirements for accounting, auditing and financial management.

Roles and Responsibilities

•   Development of field bi-weekly (e-draws), monthly and quarterly financial reports using QuickBooks accounting software.
•   Track expenses using QuickBooks accounting software and generate reports which will inform decision making by management.
•   Review and process requests for travel and activity advances and accurately reconcile advances upon completion of travel or activities.
•   Ensure proper financial controls and appropriate segregation of duties are in place.
•   Monitor expenditures against the project budget.
•   Ensure that all project-related transactions are conducted, processed and recorded as per URC system of Chart of Accounts.
•   Timely preparation and processing of payments by ensuring that all expenses are reasonable, allowable, allocable to the project. This includes liaising with procurement to ensure that all payments are adequately supported.
•   Following up to ensure that all prior period un-reconciled transactions i.e. un-cleared deposits, un-cleared checks etc. are reconciled as soon as possible and flagging out any long outstanding transactions.
•   As part of the finance team, ensure that URC financial management policies and procedures and USAID regulations are strictly adhered to. This includes ensuring that all policy directives and various checklists circulated by HQ are implemented.
•   Manage petty cash fund-serve as a cash custodian by reviewing (for accuracy) and processing petty cash and bank vouchers. Administer blank checks and prepare checks for signatory.
•   Carry out banking transactions which includes, cash withdrawals, check deposits, EFTs etc. while strictly observing the laid down cash handling procedures
•   Assist with the preparation and submission of the URC S4H field wire requests on monthly basis. Ensure the monthly fund requests are accurate and complete. In addition, ensure weekly cash balances are prepared and submitted as per policy.
•   Preparation of payment vouchers for shipment to home office on a monthly basis as per policy.
•   Work as part of the finance team to ensure that all project financial and accounting tasks are accomplished accurately and in a timely manner.
•   Maintain close coordination with S4H project staff on financial matters and advise them, as appropriate, on matters requiring their attention.
•   Advice senior management on any areas with potential to impact on systems of internal controls and procedures.
•   Assist with the maintenance of the filing system of all financial reports, field wire requests, bank reconciliations; field accounts review certifications and other finance documentation.
•   Other accounting, financial and administrative tasks consistent with the overall scope of this position.
•   Perform any other task assigned by Supervisor and/ or Chief of Party.

Qualification Required & Experience

•   A Bachelor’s degree in accounting, or a Bachelor’s degree in business with emphasis in accounting, is required
•   Minimum of 3 years’ experience in accounting, ideally related to NGO or USAID-funded programs
•   Advanced proficiency with the use of MS Word, MS Excel, and QuickBooks
•   Skills & Abilities
•   Excellent writing and verbal communication skills in order to handle the occasional administrative needs of the department.
•   Must be highly skilled in dealing with financial and numeric data.
•   Must be highly skilled in use of Excel Spreadsheets.
•   Ability to manage multiple tasks concurrently, and with occasional competing deadlines.
•   Must have excellent work habits, including a willingness to work the hours necessary to get the job done, especially when important deadlines cause greater than normal departmental pressures.
