Job Vacancy For Accounting Assistant At ECOWAS Regional Electricity Regulatory Authority (ERERA)



The ECOWAS Regional Electricity Regulatory Authority (ERERA) is a specialized Institutions of ECOWAS with diplomatic status. Established in 2008, ERERA is primarily for the purpose of formulating rules for the regional electricity market and supervising its functioning within the framework of the West African Power Poll (WAPP). Following the constitution of a pool of Experts to be responsible for the effective launching of its activities, ERERA desires to proceed with the recruitment of qualified and able persons having the capacity to work in teams on complex assignments, conduct studies and prepare technical reports.

Functions and responsibilities:
This post is located in the Headquarters of the ECOWAS Regional Electricity Regulatory Authority (ERERA) based in Accra. Under the supervision of the Accountant & Head of Administration and Finance, the Accounting Assistant is responsible for the following duties:

•   Assisting with Accounts payable ledger and payments;
•   Assisting with project-related payments according to the work programme of ERERA;
•   Assist with review and processing staff expense claim and travel forms;
•   Monitor balance on the petty cash and initiate action for replenishment.
•   Provide general filing and administrative support to the finance department ;
•   Assist with the maintenance of detailed records of budget estimates, obligations and available balances, producing forecasts of expenditure; reconcile divisional accounts with central accounts;
•   Prepare or review administrative documents relating to the employment of staff, personnel services, travel, purchase of equipment or other contractual arrangements ensuring that they comply with the ECOWAS
•   Financial regulations, ECOWAS accounting regulations and other ECOWAS/ERERA policies and procedures;
•   Assist with periodic preparation of programme, budget, financial statements, reports and administrative correspondence relating to the above;
•   Support the preparation of annual project work plans and budget and monitor their implementation;
•   Keep tract of financial reporting needs, ensure posting of transactions into the accounting software system;
•   Implement budgetary control procedures and ensure that expenditures approved for payment have been provided for in the budget;
•   Ensure that accounting codes/budgetary codes and expenditures guidelines are adhered to.
•   Safeguard of all vouchers including supporting documents for review by both internal and external auditors
•   Any other duties assigned by the Head of Administration and Finance

Qualification Required & Experience

•   Diploma or equivalent degree in Accounting
•   Minimum of six (6) years work experience.
•   Possession of a higher degree would reduce the required experience to five (5) years;
•   A solid knowledge of accounting software systems, budgeting and strategic financial planning would be an added advantage;
•   Should be computer literate particularly in the use of excel, power point, statistical based data analysis;
•   Ability to work independently with high degree of integrity, responsibility and with minimal supervision;
•   Excellent communication and inter-personal relations skills (team player).

•   Communication: Excellent communication skills (written and spoken in French, English or Portuguese, including ability to draft/edit a variety of documents.

Age: Not more than 50 years.
Language: Must be fluent in one of the official languages of ECOWAS: English, French and Portuguese. A working knowledge of second official language would be an advantage.
