Job Summary

CARE International in Ghana is inviting applications from qualified persons to fill a vacant position on a Governance and Community Resilience Project.

The goal of this project is to develop a participatory governance and food security model, evolving from both Care Ghana and other organization Community Action Planning (CAP) models.

The holder of the post will be expected to live in Tamale but spend much of Her/His time in project communities in the Garu-Timpane and East Mamprusi districts.
Duration of Contract: 3 months

Advocacy & Documentation Officer
The Advocacy and documentation Officer will be responsible for supporting community CAP facilitation teams to facilitate their own CAPs.

He/She will provide technical back-up support when needed, as well as ensure the roll out of a participatory M&E system to track progress in implementation and also document learning for engagement with stakeholders at various level and for improving our project outcomes.

He/She will promote a good working relationship with relevant partner organisations and stakeholders at the district, regional and national level with the support of the Gender and Diversity Advisor.

Key Responsibilities

•  The Officer is expected to identify and liaise with community and district stakeholders to ensure the sustainability of the CAP work.
•  In executing his or her duties, the Officer will work closely with CSO partners, MOFA, District Assemblies, including their Gender Desk officers, to facilitate and provide guidance to community members in the development of CAPs that respect the voice of vulnerable people, incorporate climate change and ensures that community plans are reflective of their felt needs and interest.
•  Support in community mobilisation and facilitate the development and implementation of Community action plans in two districts.
•  Facilitate coordination meetings or interface sessions for development agents and representative of community members to dialogue and hold each other accountable for delivery on specific issues in the CAPs/MDTP.
•  Support networking and linkages with external organizations and technical experts on key programme priorities at local, regional and national level.
•  Facilitate and strengthen linkages among community level stakeholder and district level institution to support the institutionalization of CAPs.
•  Support the documentation of project processes and achievements in user friendly forms for dissemination to project stakeholders as per the Project ME&L plan.
•  Prepare and submit monthly report and contribute to the completion of project annual report.
•  Support in the design of scale-up plan and year three project plan for the initiative Participate in organising learning events at district, regional and nation level.

Qualification Required & Experience

•  A minimum qualification of a university degree, in rural development, development studies or community development, social sciences or related field.
•  At least three (3) years of relevant working experience in community facilitation and capacity building Strong practical experience in participatory analysis and planning
•  Demonstrable experiences working with local, regional and national partners and relationship-building
•  At least two years relevant work experience in gender, local governance and planning
•  Good understanding of CAP process
•  Strong Research and documentation skills
•  Proven strong facilitation and capacity development skills and experience in participatory approaches.
•  Good knowledge of the  government decentralization process and structures
•  Understanding of gender, issues, rights-based approach to development and climate change adaptation approaches.
