Main Duties and Responsibilities:
The Climate Change Advisor is responsible for

•   Coordination and management of the INDC Program m Ghana in accordance with the project goals and activities agreed with the partner institution(s) in Ghana and the project manager in Germany
•   Coordination and management of the Information Matters project in Ghana in accordance with the project goals and activities agreed with the partner institution(s) in Ghana and the project manager in Germany

Additional  responsibilities include:

•   Professional Advice and Consultancy - Provides technical guidance for partners and other stakeholders in the area of expertise
•   Capacity Development - Strengthens the performance capabilities of partners and other stakeholders.
•   Quality Management - Ensures quality of all project-sponsored  measures including technical design / supervision / implementation
•   Information, Knowledge Management, and Public Relations-Ensures  the documentation and utilization of technical expertise, lessons learnt  and best practices.

Task
Global INDC Support Programme


•   Support the partner institution(s) in taking the lead in the  coordination of the discussion on INDC in Ghana
•   Support improvement of data quality and baselines through inter-ministerial exchange and coordination
•   Review and identify options for testing of the newly developed standards (e.g. WRI standards).
•   Backstop technical analyses to assess mitigation potentials, economic opportunities for investments in low emission development, and technological possibilities and needs for international support
•   Potentially, backstop analyses of socio-economic co-benefits.
•   Facilitate iterative process of increasing the ambition and  mitigation target
•   Improve the information on how other regional countries are  addressing the INDC discussion:
•   Liaise with the global level team of the INDC project to facilitate regional exchange e.g through the format of "Webinars"
•   Facilitate coordination among external actors and financial contributors Support convening a technical-level meeting on the INDC and the topic of data transparency
•   Further detail the work plan to the end of the project, particularly with regard to
•   Definition of priority activities
•   Definition of roles and performance indicators

Information Matters Project

•   Support Ghana's preparation for the Peer-to-peer exchange in September 2015
•   Support AEA-Ricardo In providing technics' support to the partner  based on identified capacity needs
•   Provide advice for the tests of tools and methodologies for  monitoring, reporting and accounting;
•   Contribute to the development of reporting formats, tools and knowledge products for the project
•   Coordination with UNDP-Low Emission Capacity Building Programme (LECB) and other related projects in Ghana
•   Facilitate smooth working relations between the partner institution and the project, and with GIZ. AEA-Ricardo, and UNDP
•   Ensure that all project activities in Ghana are embedded in the overall climate and energy activities of GIZ Ghana

Other duties / additional tasks

•   The Climate Change Advisor performs other duties and tasks at the request of management including assisting with other managerial assignments on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)

Qualification Required & Experience

•   At least Masters degree in Development / Environmental/ Natural Resource Management, Environmental Economics or Engineering, International Economics or other related academic field
•   At least 5 years' professional experience in a comparable position with rich experiences and knowledge on working with government agencies

Other Qualifications

•   Understanding or expertise in the technical subject-matter, including thorough understanding of the UNFCCC negotiations
•   Expertise in diverse environmental topics, especially related to climate change
•   The applicant should have gained working experience in development cooperation and/or in Ghana's public sector resulting in detailed knowledge of the government institutions, ana ideally, detailed knowledge of the internal structures of the institutions that would be relevant to the project
•   Knowledge of the NGOs and Civil Society Organisations (CSO) that would also be stakeholders in the project
•   Strategic in thinking:    able to think long-term implications of approaches, decisions, and actions
•   Ability to communicate and to relate with people of diverse cultures and at all levels of a hierarchical organization and constructively cooperate with colleagues
•   Ability to transmit knowledge in a user-oriented way
•   Very good working knowledge of ICT technologies (related software. phone, fax, email) and computer applications (e g MS Office)
•   Fluent written and oral knowledge of English
•   Service orientation and proactive working style
•   Willingness to up skill as required by the tasks to be performed
•   Good communication skills
