Job Vacancy For Community Based Health Planning & Service (CHPS) Advisor – Consultant At University Research Co. LLC (URC)



Job Summary

This senior-level position will work closely with the Chief of Party and other key stakeholders to support the operationalization of the Ghana Health Service (GHS) CHPS Policy and Implementation Guidelines.  The consultant will provide leadership to the Systems for Health CHPS programming portfolio and will ensure understanding amongst Systems for Health staff, GHS and other key stakeholders of the implications for implementing an integrated package of health services at the sub-district level through CHPS facilities.

Major Duties and Responsibilities

•   Contribute technical expertise as a representative of Systems for Health to the ongoing national dialogue (with GHS and other key stakeholders) around the CHPS policy and implementation guidelines
•   Provide oversight and leadership—including coordination with CHPS infrastructure and technical assistance and community mobilization activities within Systems for Health—in the following areas:
1) National, regional and district stakeholder meetings, to ensure understanding of CHPS guidelines and to clarify roles and responsibilities within CHPS implementation
2) Assessment of the status and functionality of CHPS zones, identification of strengths and gaps and introduction of programming to sub-district teams using GHS CHPS-strengthening manuals
3) Consultations with Regional Health Directors to identify CHPS zones to be strengthened as shared learning sites
4) Training on roles and duties in the CHPS-TA training manual in the Northern and Volta regions
5) Technical support to adapt coaching and mentoring protocols and to extend the GHS supportive-supervision system to the sub-district level and below.
•   Support project efforts with GHS to provide ongoing coaching support to work with the CHPS coordinators, the District planning officers and sub-district health teams to identify and address issues in CHPS implementation
•   Build the capacity of Systems for Health staff in CHPS programming, in particular for regional staff in the Northern and Volta regions

Qualification Required & Experience

•   A master’s degree in public health and a minimum ten (10) years of experience in implementing CHPS, as well as proven ability to carry out local-level advocacy, capacity building and social empowerment initiatives.
•   Experience working with Ghana Health Service, non-health related stakeholders at the district level as well as with USAID projects is an added advantage.

Skills and Abilities

•   Computer skills in Microsoft Word, Excel and PowerPoint
•   Proven ability to carry out local-level advocacy, capacity building and social empowerment initiatives
•   Proven ability to create and maintain effective working relationships with  local-level government officials, stakeholders, NGOs, and implementing partners
•   Good diplomatic, representational, problem-solving, and interpersonal skills
•   Ability to work both independently and with team members and partners at all levels
•   Capacity to manage numerous tasks and report in a timely manner
•   Ample problem solving capacity, as well as ability for considerable analysis and judgment to find a solution
•   Excellent written and oral communication, including demonstrated high-quality technical writing, editing, and proofreading skills
