Purpose:
To assist regional and district level CLTS implementation efforts to achieve results at scale.

Major Duties and Responsibilities:

•  Support the Environmental Units in the three Northern Regions to strengthen the Regional Inter-Agency Co-ordinating Council on Sanitation (RICCS)
•  Support the three RICCS to develop regional Sanitation Strategy and/or Plans of Actions for 2012/2013
•  Provide Mentoring skills to consolidate the CLTS agenda through improved co-ordination and monitoring mechanisms at all levels
•  Advocate for the enforcement of bye-laws in urban areas to promote good hygiene and sanitation
•  Support the facilitation of Media and Public education on CLTS, and promoting ODF communities
•  Provide coaching and mentoring for the District level CLTS facilitators and stakeholders in facilitation skills and the principles and processes of CLTS;
•  Facilitate the formation and training of Natural Leaders in facilitation skills and the principles and processes of CLTS;
•  Support the establishment and nurturing of Networks of Natural Leaders in the districts in the three Northern Regions;
•  Undertake independent ODF verification in the districts;
•  Facilitate knowledge sharing fora at regional level for cross-learning and experience sharing amongst districts and document lessons learnt;
•  Develop monitoring tools with key indicators and produce monthly status reports on processes and outcomes of CLTS implementation against the set indicators

Deliverable:
The following are the expected deliverables:

•  An inception report based on appraisal on the scope of work;
•  A monthly report on progress of activities in the districts;
•  Using monthly monitoring reports develop One Pager Charts on disparities on Key WASH/CLTS Indicators by District to highlight district level disparities and inequities at area council levels. A final assignment Report including video coverage and CD with photos taken during the different activities. The final report should be region specific with district variations and should include lessons learnt and proposed plans for sustaining the ODF status

Qualification Required & Experience

Minimum Requirements:

•  Candidates should have at least a minimum of a Bachelor's Degree in Public Health, Environmental Management, Health Education, Project Management, Health Education, Project Management or equivalent;
•  At least 5 years progressive experience in Environmental Sanitation;
•  Experience and proven track record in CLTS facilitation;
•  Ability to listen to and work with adults;
•  Able to speak the Dagomba language, Frafra, Dagari and Wale dialects
•  Ability to operate computer Microsoft office programmes (MS Word, Excel, Power Point and Access), will be an advantage
•  Good inter-personal skills
•  Initiative, flexibility and patience
