Job Vacancy For Consultant (M&E) School-Feeding Programme At World Food Programme

Duration: 11 Months

Seconded to work for the Ghana School Feeding Programme (GSFP) Secretariat and closely supervised by the Secretariat and WFP (Deputy Country Director), the M&E consultant is tasked to carry out the following activities, the Programme Officer will be responsible for the following duties:

Major Duties and Responsibilities:

•   Update M&E Plan when necessary to reflect new changes in M&E system
•   Test tools, guidelines and operational manual and refine M&E toolkit as necessary
•   Finalized M&E tool kits including baseline questionnaire, monitoring tools, guidelines, operational manual for the indicators in the M&E Plan
•   Refine when necessary logical framework of outcome and output indicators to monitor objectives
•   Provide technical inputs in to the design and development of database to support implementation of GSFP
•   Train field enumerators in data collection and ensure that mechanisms are put in place to safeguard the quality of data through clearly defined protocols for supervision and quality assurance at different stages of data collection and data processing and supervise baseline surveys
•   Analyze, interpret baseline and other monitoring data and produce a report
•   Disseminate findings of baseline survey and monitoring reports to stakeholders
•   Work with Pro Resolve and GSFP staff to correct anomalies in software for data processing
•   Provide technical support for the development of data capture screen, training of data entry clerks, and general data processing
•   Assist with the design and implementation of the randomized control trail such as the baseline surveys
•   Provide technical support for the policy development for GSFP
•   Implement Routine data collection, data entry analysis and report writing of routine data
•   Implement M&E work Plan related to capability building of GSFP M&E staff in Accra and Regional Coordinators and monitors
•   Undertake routine monitoring of GSFP activities in the field and provide feedback to GSFP/MLGRD and partners for corrective actions
•   Report to WFP on the progress of the consultancy on a monthly basis
•   Perform other related duties as required

Qualification Required & Experience

•   Minimum of University Degree in the field of Business Administration, Economics, Education, Development Studies
•   At least five (5) years of progressively experience in the field of M&E or related field at national or regional level
•   Excellent knowledge of computer software

Language: Fluency in both written and oral English
