Assignment Title: Consultant for the Assessment of Gender Statistics
Reference No.; GSDP /MoGCSP /CS/IMIS/ 013/15

The Ghana Statistical Service has received financing from the World Bank toward the cost of the Ghana Statistical Development Project, and intends to apply part of the proceeds for consulting services.

Specifically, the Gender Consultant will support the MoGSCP to undertake a Gender Statistics Assessment in the Country i.e. at both the National and District levels. He/she will do this by:

•   Designing the questionnaire or the assessment
•   Developing the methodology for the assessment at national and district level, by involving MDAs participating on the Ghana Statistics Development Project.
•   Advising on the formation of an Assessment team to review the questionnaire
•   Providing training for the field staff and supervisors on the questionnaire
•   Oversee the administration of questionnaires and data collection
•   Analyse the data collected and produce assessment report.
•   Providing technical support for the validation workshop on the assessment findings
•   Synthesise and finalise the assessment report for dissemination and
•   Submitting final Assessment report to MoGCSP management.

•   The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by Word Bank Borrowers January 2011, revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
•   Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
•   A Consultant will be selected in accordance with the consultant qualification selection method set out in the Consultant Guidelines.

Qualification Required & Experience

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

The consultant will have worked in a gender statistics environment for at least 5-10 years. Potential candidates should possess the following qualifications and skills:

•   A Masters/ PHD Degree in the Social Sciences
•   Understanding of gender issues and their relevance for statistical production and dissemination
•   Ability to mentor staff and facilitate learning by doing
•   Experience in conducting assessments of national systems (in gender and related fields)
•   Proven track record in working effectively within multidisciplinary teams,
•   Computer proficiency in standard office applications (Spreadsheets, word processing, internet Explorer)
•   S/he should display strong leadership and inter-personal skills, including excellent communication and facilitation skills.
•   s/he should have strong data analytic skills
