Principal Duties and Responsibilities (Essential Functions)

The consultant(s) collaborating with the GHS and the USAID GHSC-PSM will:

• Conduct an environmental scan and situational analysis to understand the status of implementation of supply chain activities in the Ahafo, Bono East, Northeast, Oti, Savannah and Western North Regions and to baseline their performance.
• Based on learnings from the environmental scan and situational analysis, the consultant(s) shall guide the regional leadership to define the strategic direction for the Ahafo, Bono East, Northeast, Oti, Savannah and Western North Regions' public health supply chain. Priorities must be aligned with the SCMP 2021-2025.
• Facilitate meetings with regional leadership, subject matter experts and other stakeholders to develop a tailored set of goals, objectives, strategies and desired outcomes.
• Develop an implementation plan that outlines interventions, KPIs, metrics and timelines to achieve set goals. The implementation plan must include a monitoring and implementation framework to measure the progress of strategy implementation.
• Cost activities/interventions in the implementation plan to facilitate budgeting, prioritization of interventions and resource mobilization and allocation.

Schedules Of Deliverable(s)/Outputs

• The broad deliverables for the consultancy are provided below:
• Three-year Supply Chain Strategic Plans for the Ahafo, Bono East, Northeast, Oti, Savannah and Western North Regions
• Costed Implementation Plans (CIP) for implementing Supply Chain Strategic Plans for the Ahafo, Bono East, Northeast, Oti, Savannah and Western North Regions.
• Monitoring and Evaluation plan to track and assess the progress of implementation of activities in the CIP.

Qualification Required & Experience

The Consultant should hold the following qualifications to be eligible for this assignment:

• A recognized university degree in Supply Chain, Project Management, Public Health, Business Administration, Strategic Management, Anthropology or related social science program (at a minimum master's level).

The consultant(s) must have expertise in strategic planning with proven experience in the following areas:

• Development of strategic and costed implementation plans.
• Group facilitation
• Conducting environmental scan and/or situational analysis
• Development of long-term and short-term goals and benchmarks for an organization
• Deep understanding of Ghana’s public health supply chain value chain and key supply chain actors in the sector.
• Strong critical thinking skills: ability to synthesize and interpret complex issues and to create integrated solutions and recommendations.
• A demonstrated high professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
• Strong interpersonal and communication skills.
• High proficiency in written and spoken English.
