The Ghana Health Service is an autonomous Agency of the Ministry of Health responsible for providing and prudently managing comprehensive and accessible health service at Regional, District and Sub-district levels in accordance with approved national policies. To achieve this, the GHS must attract and appoint suitably qualified personnel to carry out its mandate at various operational levels.

Description Of Job

STRATEGIC HEALTH IMPACT ASSESSMENT OF THE OIL AND GAS SECTOR

Preamble:
Ghana has a long history of mining exploration, but the oil and gas sector is a new and increasingly important economic sector for the country. The Ghana health Service, the operational arm of the Ministry of health, wants to ensure that health considerations are included in the planning and decision making processes of this industry. It also wants to ensure that the Ghanaians health system is ready and able to respond to potential health issues should they arise.

Project Objectives:
The Ghana Health Service will therefore conduct a strategic Health Impact Assessment (SHIA) of the country's oil and gas development plan. The objectives of the SHIA are to:

•  Generate a comprehensive review of human risks associated with different development scenarios for oil and gas sector, for example in the context of chemical spills, changes in communicable disease patterns (e.g. HIV/AIDS, TB and Malaria), workplace based accidents and injuries etc.;
•  Identify which interventions and response capacities would be needed to address those issues, including so as to not overwhelm existing health systems capacities;
•  Establish a population health baseline, framework for use in monitoring and reporting of health impacts (both positive and negative) generated as a result of the growth of the petroleum industry;
•  Develop Ghana's institutional capacity for the use of HIA tools and methods for the eventual application to other sector policies, plans and projects, for example in mining, energy or agriculture

A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act663) of the Republic of Ghana.
