Duration: Fixed Term (renewable)

Job Summary:
The Data Manager will assist in guiding the overall strategic information of all Monitoring and Evaluation systems and ensure the effective functioning of the M&E Systems. The Data Manager will also design, develop and manage the databases as well as assure quality of the data. The successful candidate will provide technical leadership in the coordination and management of all data on Indoor Residual Spraying and manage the malaria information system.

Key Accountabilities:

•  Plan and coordinate all Indoor residual spraying routine data activities on an annual basis
•  Provide input into the M&E annual work plan
•  Develop guidelines and procedures for data collection and management
•  Provide input into the preparation of operational plans and status report
•  Produce quarterly analysis of data and relevant indicators and present to management for informed decision making
•  Assure the protection of the systems and M&E data by performing appropriate backup in accordance with the Company's backup procedures
•  Design and prepare reports based on management requirements
•  Provide data and information as and when necessary
•  Collate and analyze the Indoor residual spraying operational data, and maintain data records
•  Organize data related to IRS and malaria from the health facilities
•  Lead the data management team in the development of new methods for capturing, entering and validating data
•  Ensure validity and reliability of data being entered on the database system and maintain accurate and up-to-date data
•  Analyze data and relevant indicators for management's decision making
•  Coordinate data capturing and report in line with Indoor residual spraying strategic information and M&E plan to meet reporting requirements
•  Provide input into the M&E work plan
•  Undertake periodic review of the data management system and maintain efficient data management system
•  Train staff as needed on the use of the Data management system
•  Perform any other functions as may be determined and assigned from time to time

Qualification Required & Experience

•  Minimum of first degree in Statistics, Computer Science, or Development Studies from a recognized institution
•  Experience working in a similar role
•  Experience/familiarity with an Indoor Residual Spraying industry is desirable
•  Excellent experience with database development and management
•  Data analysis and report writing skills
•  Ability to implement strategy for program effectiveness
•  Working knowledge of various statistical programs
