Job Vacancy For Deputy Director, Financial Reporting & Expenditure Control



Job Purpose

• To provide efficient advice in the financial reporting systems and management of financial resource generated by the hospital

Duties and Responsibilities

• Take a lead role in ensuring that proper accounting records are maintained and internal control mechanisms in place are being adhered to and are operating well
• Ensure that payment policies of the hospital are implemented in accordance with financial regulations
• Ensure that financial operations conform with the laid down procedures
• Lead in the development of systems for monitoring expenditure and payment of transactions
• Develop accounting systems and documents to support the input and handling of accounting transactions, information and reports
• Ensure monthly bank reconciliation with all the hospital cash books for each source of funds
• Keep withholding taxes lodger and ensure prompt payment of taxes to internal revenue service
• Provide leadership for the analysis, investigators and identification of expenditure transaction errors and resolve at queries and discepancies
• Lead in the designing and formatting of database, spreadsheets to meet specific reporting formats
• Lead in the preparation of age analysis of debt and payments due to suppliers
• Prepare periodic (weekly, quarterly, et) financial reports to the Director of Finance
• Lead in the preparation of statutory and regulatory reports as stated in the ATF and FAR
• Facilitate the implement of the appropriate sections of IPSAS, PFM, FAR and other relevant acts
• Perform any other duties assigned from time to time by the Director of Finance

Qualification Required & Experience

• Professional Accountancy Certification (CA, ICA, ACCA, CPA, CIMA) with at least 3 years of post qualification experience
• Postgraduate qualification (Masters or higher) in Accounting / Finance of related field of speculation will be an added advantage
• Evidence of leadership and continuing professional develpoment and training health management
• A minimum of 10 years of working experienc in the health sector, 5 years of which should be at a senior management level
• A broad knowledge base experience and understanding of KATH/MoH policies and operating procedures and protocols
• Experience in project financing, planning and appraisal
• Broad knowledge base of financial rules and regulations particularly with regard to public/health sector
• Knowledge of general administration practices and office procedures / protocols
