JOB SUMMARY
•The Infrastructure Services Division is responsible for the design, implementation, management, and maintenance of the University’s IT infrastructure, including Local Area Networks (LANs), Wide Area Networks (WANs), wired and wireless communication systems, Wi-Fi, fiber-optic networks, and routing and switching platforms.
The Division delivers and supports critical enterprise technology services for the University community, including:
•Network connectivity services
•Identity and access management services
•Application hosting services
•Backup and storage services
•Virtualization services
•Database and Data Warehouse support
•Data centre services and infrastructure support
KEY RESPONSIBILITIES
The Deputy Director, Infrastructure oversees the following units:
•Network Administration Unit
•Systems Administration Unit
Telecoms and Electricals Unit and shall:
•Provide leadership for the planning, design, implementation, operation, and continuous improvement of the University’s ICT infrastructure environment.
•Oversee the management and maintenance of the University’s network infrastructure, including LANs, WANs, wired and wireless networks, Wi-Fi services, fiber-optic backbone systems, and routing/switching infrastructure.
•Ensure the availability, performance, and reliability of enterprise infrastructure services, including network connectivity, identity management, application hosting, backup and storage, virtualization, database platforms, data warehouse support, and data centre operations.
•Lead infrastructure modernization initiatives to improve service resilience, scalability, cybersecurity readiness, and operational efficiency across the University.
•Collaborate with internal ITD teams to ensure alignment between infrastructure services, enterprise applications, cybersecurity, user support, and digital transformation initiatives.
•Engage and manage external vendors, consultants, telecom providers, and technology partners to support the delivery, maintenance, and optimization of ICT infrastructure and digital services.
•Develop and enforce standards, policies, procedures, and technical controls relating to infrastructure architecture, systems administration, network operations, backup, disaster recovery, and data centre management.
•Ensure business continuity and disaster recovery readiness for core infrastructure platforms and services.
•Support institutional projects and new developments, including ICT infrastructure planning for new buildings, campus expansions, and technology-enabled academic and administrative initiatives.
•Monitor infrastructure performance, service levels, risks, and capacity requirements, and provide management reports and recommendations for improvement.
•Lead budget planning and resource management for infrastructure-related projects, maintenance, upgrades, licenses, contracts, and capital investments.
•Supervise and develop staff within the Infrastructure Services Division to ensure high performance, technical competence, and service excellence.
The Deputy Director, Infrastructure shall perform any other duties as may be assigned by the Director, ITD, in support of the Directorate’s vision, strategic priorities, and the strategic objectives of the University of Ghana
QUALIFICATIONS AND ATTRIBUTES
Applicants must have:
•A Master’s degree in Computer Science, Information Technology, Engineering, Information Systems or a related discipline.
•Relevant professional certification(s) in ICT infrastructure, networking, systems administration, cloud computing, virtualization, IT service management, project management, or cybersecurity. Preferred certifications include CCNA/CCNP, Microsoft or Azure certifications, VMware, RHCSA/RHCE, AWS or Azure cloud certifications, ITIL, PMP or PRINCE2, COBIT, CISSP/CISM, or other recognized professional qualifications.
•10-12 years’ experience working in the IT industry and a minimum of six (6) years’ progressive management experience overseeing and leading IT infrastructure development teams and strategic initiatives.
Additionally applicants must have:
•Experience in managing an IT division within a large organization in the public or private sector.
•Experience in managing external vendor relationships.
•A broad knowledge of trends and future directions of IT and its application in higher education.
•Excellent understanding of project management principles.
•The ability to communicate concepts and processes clearly and effectively in oral and written form.
•Strong customer service skills.
•The ability to determine resource requirements, develop an annual financial budget sufficient to cover the cost of administration, training, technical support, supervision, procurement, system upgrades and replacement.
TENURE
The Deputy Director, Infrastructure must be able to hold office for a period of four years on terms and conditions approved by Council, before reaching the statutory retirement age of 60, and may be eligible for re-appointment for a further term of up to four years.
