The Korle Bu Teaching Hospital invites applications from suitably qualified serving officers of the Korle Bu Teaching Hospital and sister agencies of the Ministry of Health for appointment as Directors to fill the under-listed vacancy: Deputy Director of Administration

Summary of Job/functions

• Provide support and advice to the Director of Administration in the efficient management of general administration services within the Hospital.

Main Duties and Responsibilities

• Assist the needs assessment of lapses in general administration within the KBTH.
• Assist to ensure the provision of efficient security services within the organization.
• Assist in the development and dissemination of procedures and guidelines in general administration practices and procedures
• Coordinate request for medical boards from MDAs for compensation, medical evacuation, and retirement on health grounds etc.
• Contribute to the disposal of office equipment.
• Contribute to policy development, analysis and review in the Korle Bu Teaching Hospital (KBTH).
• Assist in the development of systems for monitoring and evaluation of general administration practices across the organization.
• Contribute to the implementation and evaluation of national health policies within the KBTH.
• Contribute to the development of medium/Long term strategic plans for the KBTH
• Assist to prepare annual reports and other reports on the Department.

Job Qualifications and Experience

• A postgraduate qualification (master's degree) in Health Service Administration, Business Administration, Management, Planning and/or Policy or related field (Masters or equivalent)
• Evidence of leadership and continuing professional development and training in Health management
• At least twelve (12) years work experience in General Administration and support services of which five (5) years should be a post qualification experience.
• Must be at the level of Deputy Chief and above
• Must be a member of a relevant professional group/regulatory
• Professional qualification will be an advantage
• Applicants must be experienced professional with strategic, interpersonal and analytical skills and a deep understanding and appreciation of the strategic and operational challenges of the Hospital and the health sector, especially in the areas of general administration and support services.
• Applicants must also be performance driven and keen to achieving results.
• Extensive experience of conducting difficult meetings and delivering presentations to large groups of people, including stakeholders, clinicians and professional staff on administrative issues affecting them.
• Experience in Programme of Work (POW) and budget preparation and implementation.
• Must have hands-on experience, as well as advance knowledge in Computer skills and be an effective team player.
• A broad knowledge base and experience of KBTH policies and operating procedures.
• Experience of multi-agency networking.

Coordinate the preparation of short term (annual), and medium-term plans and synthesize these plans into an integrated long-term development plan of the Hospital.
• Develop indicators for monitoring health plans
• Review and develop health-financing strategies
• Translate operational policies and objectives into proposals for funding
• Prepare and update guidelines for planning at the directorate levels
• Collaborate with the Finance Department to develop and update guidelines for budgeting
• Analyze trends in the allocation and disbursement of funds within the hospital.
• Develop specific performance indicators and contracts for directorate/units consistent with the Hospital objectives.
• Ensure that the activities of the hospital are well documented and relevant information disseminated by coordinating the publication of annual reports and other periodic reports
• Collaborate with all directorates/units to set up health and management information system for planning, monitoring and evaluation.
• Monitor the implementation of Hospital plans, the utilization of Hospital resources and the attainment of targets
• Design and apply monitoring and evaluation systems and tools for purposes of assessing the operational effectiveness of policies and programmes
