Job Vacancy For Development Officer/Director of Works and Physical Development At Sunyani Polytechnic (Sunyani)



Established in 1997 Sunyani Polytechnic is the Polytechnic of choice in the country and one with a lot of collaborative links outside Ghana and Africa. The Polytechnic has a Student Population of 10,435,255 Faculty and Senior Administrative Staff; and 178 Support Staff. The Mission of the Polytechnic is to provide career-focused education and training at the tertiary level with hands-on experience and entrepreneurship development to fill the middle level manpower needs of the country. The position of RECTOR of the Polytechnic shall become vacant on OCTOBER 1,2010.

Job Summary

The Development Officer will be the head of the Development Office and be responsible to the Rector, Staff in this grade will be required to show high qualities of sound judgment, initiative, resourcefulness, precision and professionalism in their area of specialisation.

Duties:
The Director of Works and Physical Development supervises the activities of the following divisions in the Directorate:

•  The Physical Development Works and Housing
a)   Development Office
b)   Architectural and engineering
c)   Quantity Surveying
d)   Ground and Environmental Health
e)   Grounds and Gardens
f)   Environmental Health Service
•  Services and Operations
a)   Environmental Health Services
b)   Estate Organisation
•  The Director of Works and Physical Development supervises all works and contracts to ensure that construction and renovations are in consonance and prevailing industry standards and specifications
•  Oversees the management of construction contracts with the view to ensuring compliance and due delivery of projects
•  Advises on the procurement of consultancy services relating to the provision of technical advice on construction in compliance with national laws and regulations
•  Responsible for management and maintenance of the buildings, roads, drains, parks and gardens of the Polytechnic and their designs and drawings
•  Advises on the acquisition and allocation of housing for employees of the Polytechnic
•  Advises on the management and control of land use
•  Co-ordinates the provision of valuation services for acquisition/disposal of land and property
•  Manages and controls the disposal of waste
•  Oversees the provision of fumigation and other pest control services
•  Liases with the registrar for human resource development of the Directorate
•  Prepare progress report on projects and sanitation report for the Rector and Polytechnic Council
•  Advises the Rector and the Polytechnic Council on matters of land and development
•  Provides architectural and engineering designs and bills of quantities for all Polytechnic construction
•  Provides financial feasibility reports for identified programmed works
•  Provides tender and quotation documentation from design specification for extension, alteration, modernisation, rehabilitation and refurbishment work
•  Prepares building and maintenance contracts for all forms of works undertaken or commissioned by the Polytechnic
•  Certifies valuations and certificates for payment of contracts
•  Advises on evaluation of bids in relation to contracts and consultancy services of works
•  Ensures that the assets register is updated regularly to capture all new acquisitions of office and other equipment, fittings, fixtures etc
•  Develops methods of planning and monitoring procedures on various contracts
•  Ensures that programmes of work and materials schedules are in line with the surveying and operation teams programme for effective performance of projects
•  Liaises with multi-disciplinary teams, (stakeholders, consultants and development partners) to ensure that deadlines are met
•  Reviews and approves technical designs phase of projects
•  Ensures effective communication between all diciplines and parties i.e. Quantity Engineers, Service Engineers, Electrical Engineers and other IT professionals
•  Co-ordinates assigned activities of Quantity Engineers, Service Engineers, Electrical Engineers and other IT professionals in relation to a project
•  Advises on settlement of disputes and conflicts related to projects
•  Accountable for the quality of service and achieving value for money for all construction projects
•  Liaises with contractors and consultants for effective and efficient management of projects

Qualification Required & Experience

•  A minimum of a Master's Degree in the Built Environment
•  Must be a member of a recognised professional body
•  Must have at least twelve (12) years post qualification experience in senior management position in infrastructural project management activities in tertiary institution, industry or any relevant public service organisation
•  Candidates must show clear evidence of ability to hold schedule(s) without supervision; and
•  Must be computer literate
•  The age should not be more than 45 years
