Job Vacancy For Director, General Services



The National Development Planning Commission (NDPC) invites applications from suitably qualified Ghanaians, who are dynamic, goal-oriented and results-driven with exceptional leadership qualities for appointment to the undermentioned position: Director, General Services

Job Purpose

• To provide strategic leadership, technical and administrative direction for the management of resources (financial, human and material) for the achievement of the mandate of the commission

Duties and Responsibilities

• Manage the preparation and implementation of the work programme of the General Services Division in conformity with the overall work plan of the commission
• Ensure prudent management of administrative and financial policies, regulations, internal control systems and guidelines
• Work to improve processes and policies, and lead long-term organisation planning.
• Oversee the organisation's human resources, including maintaining personnel records and ensuring that personnel policies are up to date
• Develop and implement a contract management system, with the support of external consultants
• Design systems, policies and procedures for the preparation, implementation and monitoring of annual budgets and financial reports
• Liaise with the Chief Accountant to coordinate and supervise the preparation of financial reports and with external auditors to coordinate the auditing of financial transactions of NDPC
• Design and implement systems and procedures for the proper recording of all administrative processes
• Coordinate and ensure the timely production and dissemination of relevant reports (regular and periodic) including annual reports
• Assess and monitor administration and support systems and evaluate the efficiency of programme delivery methods and procedures
• Advise on administrative matters i the implementation of NDPC plans

Qualification Required & Experience

• A master's degree from an accredited tertiary institution in Public Administration, Human Resource Management, Governance, Social Sciences or any related discipline
• A minimum of 10 years post-qualification relevant work experience of which at least 5 years has been in a senior management position in a reputable institution
• Certificates or professional training in the areas of quantitative methods, strategic planning, monitoring and evaluation, project management, leadership, organisational development and performance management will be an added advantage
• Affiliation / Membership with a relevant professional body is an added advantage

Competencies and Skills

• Considerable knowledge of management, budget and financial management principles and practices, specifically of the new public financial management Act, the National Labour Act, Internal Audit Agency Act and the Public Procurement Act
• Proficiency in the use of computers and an understanding of systems management
• Proven administrative, management and leaderships skills
• Experience in providing oversight in the management of donor funds and related accounting
• Excellent interpersonal and relationship-building skills
• Excellent communication skills, including the ability to articulate institutional goals and achievements in a compelling manner to diverse stakeholders
• Good planning and organisation skills and ability to work effectively as part of a team
• Ability to use judgment and take initiatives
• Ability to maintain confidentiality
