Job Vacancy For Finance/Budget Manager At Millennium Development Authority (MiDA)



The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimillion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Job Description

•   Reports to Chief Financial Officer
•   Manages and maintains the day-to-day budget/forecast operations, financial/ programmes analysis and related system(s) (ERP) processes of MiDA serving as a key staff on all matters relating to budgeting, budget control, planning and analysis and advising on matters relating to Financial Planning and Analysis and MCA-MIS implementation. Also prepares all internal financial management and analysis reports, ensuring their accuracy and integrity and contributes to reports and other presentations on financial management programme planning.
•   Provides the CFO with a broad policy direction in managing all aspects of the annual target setting/annual forecast for MiDA as well as Quarterly Disbursement Request to MCC.
•   Ensures that policies and procedures are in place to monitor, value, and report on Government of Ghana country contributions as agreed in the Compact and supplementary agreements. Develops and implements system to track Government of Ghana country contributions, including cash and in-kind contributions and ensures that reports on country contributions required by MCC, the Government of Ghana, and external auditors are prepared timeously and accurately.
•   Works with Project Directors across MiDA to develop the Annual and Quarterly Forecast, including requirements on the content and deadlines for submissions by individual department. Also assists the CFO in the review of long- and short-range forecast, resource projections, priorities, and justifications.
•   Directs and works with Fiscal Agent in day-to-day operations and ensures that a Fiscal Accountability Plan is developed and all necessary approvals are obtained.
•   Participates in the implementation of the MCA-MIS (SAP) system acting as the expert for MiDA's accounting and financial reporting requirements.
•   Assist in the engagement of MiDA's external auditors and ensures that Fund Accountability Statement Audits are performed on a timely basis according to Office of Inspector General (OIG) and MCC requirements.
•   Assists the CFO and coordinates with other departments to ensure the timely compilation and consolidation of the Quarterly Disbursement Requests, including the preparation of detailed budget schedules and supporting documentation.
•   Undertake Performance management, training and development and related human resource management functions relative to the staff supervised.
•   Performs other related duties as directed by the CFO

Qualification Required & Experience

•   Advanced university degree in accounting, finance, business administration, or other relevant field of study plus professional certification as a Certified Public Accountant (CPA), Chartered Accountant, or equivalent.
•   At least ten (10) years of professional experience in a related field (auditing, budgeting, financial management) including management experience in projects funded by international organisations.
•   Understanding of financial management systems including its development and implementation.
•   Ability to work closely with specialists in project-level economic and social analysis, monitoring and evaluation, procurement, financial management and audit and to work collaboratively with multi-disciplinary and multi-cultural local and international stakeholders and counterparts.
•   Understanding of Government of Ghana and U.S. Government audit requirements.
•   Ability to work with minimum supervision and with an understanding of when involvement of senior management is required.
•   Excellent written and verbal communication skills in English
