About the Programme
This is an exciting opportunity to contribute to a long-term international development programme focused on sustainable natural resource management and inclusive policy reform. This programme is part of a long-standing partnership between governments and aims to support sustainable land and resource management through inclusive, multi-stakeholder collaboration.
Grants and Finance Manager
The position reports to the Team Leader and will be expected to oversee all finance and grants activities of the programme, including serving as a liaison between the programme team and grantees. This includes developing and overseeing finance and accounting systems that comply with FCDO requirements and Palladium practices as well as responsible for researching, preparing, submitting, and managing grant proposals, reports and milestones in line with overall programme goals and in compliance with the programme’s grants manual. In coordination with the Team Leader and Project Director, this person will develop annual budgets that are aligned with the programme work plan and will serve as the primary grant writer, engaging in compliance and supporting the programme’s grant initiatives. Additionally, the Finance and Grants Manager will ensure compliance with contractual and local reporting and financial requirements.
Proficiency in spoken and written English is required.
The position is based in Accra, Ghana, and will report to the office at least 3+ days a week. All applicants must have working rights in Ghana as sponsorship will not be provided, nor will any relocation expenses.
The position will be hired as FXTE employees appointed for the duration of the Project. They may be assigned projects as part of the normal duties of a continuous employee.
Once awarded, the Grants and Finance Manager would be expected to start in January 2026. This a multi-year programme running until 2029 with the potential for extension.
Key Responsibilities:
Programme Finance
• Manage all programme finances to ensure effective use of resources to achieve programme objectives in compliance with all donor requirements
• Oversee and ensure sound management of financial management and procurement functions for the programme
• Oversee implementation of all systems as per FCDO and Palladium requirements as well as Ghanian local laws
• Ensure that corrective action plans approved by Palladium in response to external or internal audits and other monitoring reviews are implemented as planned and scheduled
• Monitor annual budget and financial projections and develop realistic financial forecasts for proper programme planning
• Ensure accurate tracking and recording of programme expenditures and development of all required financial, operational, and risk mitigation reports required by the Client or Palladium
• Guide and assist program staff in preparing, revising, and monitoring budgets for ongoing activities
Programme Grant Implementation
• Develop, draft and periodically revise the grants manual and related program documents
• Design the Grant cycle process and mechanisms for grant disbursement
• Lead grants administration, compliance and implementation procedures, and ensures compliance with FCDO and Palladium grants and procurement regulations
• Develop and implement a grant tracking system to ensure the timely and correct execution of all grant agreements
• Conduct training for all grantees and sub awardees on reporting processes and grant compliance
• Adhere to and ensure that all downstream partners are meeting compliance standards ensuring traceability and transparency of grants
• Routinely communicate with grantees on grant implementation progress, prepare grant modifications and write modification justifications as well as prepare due diligence reports on all awardees
• Ensure grantees receive technical oversight and support as needed with support from the technical team
• Prepare grant budgets, forecasts, and monitors grant expenditures and review grant payment requests
• Provide technical/ advice and input for continuous context analysis and assessment of local market capacity to identify the most appropriate avenues for interventions
• Collaborate with wider team as required
Qualification Required & Experience
• Bachelor’s degree in business, finance, economics, or any other relevant field (Master’s degree preferred)
• 5+ years of experience managing finances and grants for donor organisations
• 2+ years of leadership/management experience on a donor-funded programme
• Extensive accounting, budgeting, and forecasting experience
• Thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as principles and accepted procedures associated with FCDO regulations is highly desirable
• Previous experience preparing programme/company financial reports, reconciling programme/company bank statements, managing bank accounts, managing and monitoring petty cash, preparing payroll, tracking expenses according to budget, maintaining records to meet tax requirements including payroll, customs and Value Added Tax (V.A.T) taxes
• Excellent communication, interpersonal and leadership skills, including the ability to manage budgets and client expectations
• Demonstrated ability to work effectively in team-based environment, supervise a professional team and successfully manage relationships
• Knowledge of and experience with FCDO’s finance systems and grant rules, regulations, and standards
• Experience supporting grantees in the design and delivery of MEL and GEDSI supportive programming
