A reputable company invites applications from suitably qualified candidates to fill the following position: Head of Estate Management

Job Purpose

•Responsible for the development and implementation of estate management strategies, policies, standards and guidelines to ensure effective and efficient management of the company's estates and other landed / unlanded properties in line with the company's mandate and other legal / regularly requirements

Key Responsibilities

•Provide technical expertise in the development of strategies / plans for the estate management department as input into the overall corporate strategy
•Leads and directs the development of policies, standard operating procedures (SOPs), work plans, control systems and other monitoring mechanisms in managing the estate management department to achieve targeted objectives
•Liaises with the Finance Department in the development of revenue mobilisation strategies and plans in the collection of ground rents, levies, etc from property owner/lessees
•Leads and directs the formulation of estate management policy for the company's estates and monitor its implementation to ensure compliance
•Leads and directs the development of systems, processes and procedures for the collection of ground rents, levies etc and monitor its implementation in line with approved policies, guidelines and regulatory requirements
•Monitors to ensure that correspondences and direct complaint from Home Owners/Customers on matters relating to lease agreements, ground rents and other related issues are handled effectively within approved standards and timeframe
•Provide technical advice in the valuation/re-valuation of estates and make recommendations to management
•Liaises with the legal department in the preparation and processing of new leases, consents and lease renewals in line with approved policies, guidelines and regulatory requirements
•Leads and directs the development of comprehensive and accurate estate records and management systems to facilitate activities in the certification of records/documentation necessary for providing leases, consents, etc for properties
•Provides expertise and directs the development of systems for the computation of relevant levies in line with approved policies, guidelines and regulatory requirements
•Leads in research / studies to identify new developments, initiatives and avenues to expand revenue mobilisation efforts of the department and make recommendations to management/board for consideration
•Monitors to ensure accurate computations on the company's estate leases and timely distribution of ground rent bills etc estate owners/customers
•Responsible for the effective management of the company's land acquisition processes by ensuring that land is properly acquired, physically and legally protected to maximise its investment potential
•Leads and directs the conduct of land analysis, market research and feasibility studies in scouting lands for possible acquisitions and submitting findings to aid management in making land acqusition decisions
•Reviews and assesses valuation documents prepared by external parties to facilitate the acquisition of lands and make recommendations for management
•Manages probity matters in land acquisition process by ensuring activities are undertaken in accordance with policy, guidelines and legislative requirements
•Liaises with land sector agencies (i.e Lands Commission Office of the Administrator of School Lands etc) to ensure the perfecting of titles / interests to lands in line with regulatory requirements and laws of Ghana
•Designs land inspection programmes and conducts periodic field visits to assess the state of the company's lands including associated risks and make recommendations to management

Qualification Required & Experience

•Master's Degree in Land Economy, Estate Management or equivalent qualification in related field
•Must be a member of the recognised professional body

Experience

•12 years working experience with at least 5 years in senior management position
