Job Responsibilities
Prioritised responsibilities of the Head, Procurement include the following:
• Provide advisory, technical support and assist the Chief executive officer and management in the performance of procurement functions
• Manage the coordination and preparation of annual procurement plans
• Review all evaluation reports and prepare submissions for approval of award by the appropriate authority in accordance with the threshold set out in the second schedule to the public procurement act, 2003 (Act 663) as amended (the PPA Act) Act.
• Manage the preparation of documentation including specification requirements, terms of reference, bill of quantities, drawings, short-lists, advertisement, pre-qualification documents and any other document required for the tendering process
• Manage the coordination and preparation of annual procurement plans
• Manage the coordination of all detailed procurement activities for goods, works and services
• Participate in negotiations with consultants and other tenders where expressly permitted in the PPA Act or the regulations, 2022 (L.I 2466) (the PPA Regulations)
• Ensure the publication of notices of contract awards and submission of statutory quarterly reports to the Public Procurement Authority (PPA)
• Liaise with originating officers or the end-user department that initiated the procurement, to ensure that the procurement meets the requirements of the tender
• Maintain and ensure the update of the database of suppliers, contractors and consultants
• Prepare documentation for review by the PPA, ETC and the Central tender review committee (CTRC) and other relevant institutions/committees
• Coordinate the disposal of stores, vehicles, plant and equipment in accordance with the PPA act and guidelines issued by the PPA
• Coordinate and facilitate all activities of the Secretary to the Entity tender committee (ETC) of the organization nd ensure minutes of meetings are prepared swiftly
• Review departmental activity and other reports of the procurement department to management and board committee within stipulated timeframe
• Supervise and facilitate the effective career management of the human resources in the procurement department of the organization
• Conduct monitoring and evaluation programmes to determine contract and project performance
Qualification Required & Experience
• Minimum 10 years experience in procurement or as a purchasing lead within the public sector with at least 7 years in a managerial role
• A minimum of Master's degree in public procurement, supply chain management or procurement from a recognized institution
• Full professional certification (e.g. Chartered institute of procurement & supply (CIPs) and Ghana Institute of procurement) is mandatory
• Extensive knowledge of the public procurement Act, 2003 (Act 663) and understanding of technical, commercial and legal aspects of procurement
