Job Vacancy For Human Resources Specialist



The U.S. Mission in Accra, Ghana is seeking a highly motivated and qualified individual for the position of Human Resources Specialist. The incumbent serves in the USAID/Ghana office, reporting to the Administrative and Management Support Specialist (AMS).

Basic Function of Position

•   Personnel services are provided to employees in three separate personnel systems; - U.S. Direct Hire (USDH) under ADS; U.S. Personal service Contractors (USPSC) and Third Country Nationals (TCNs) under AID Acquisition Regulation (AIDAR) Appendix D, and appropriate Contract Information Bulletins (CIBs), and Acquisition & Assistance Policy Directives (AAPDs); and Foreign Service Nationals (FSNs) under AIDAR, Appendix J, U.S Mission FSN Employee Handbook, and Ghanaian Local Labour Law.
•   Limited personnel services are provided for USAID/Ghana Foreign Service National Personal Service Contract (FSNPSC) employees by the Embassy under International Cooperative Administrative Support Services (ICASS), requiring a liaison role in these activities, and coordination of all internal processing with USAID/Washington, USAID/West Africa Regional Executive Office (REXO), and Embassy Human Resource (HRO).

Qualification Required & Experience

•   Completion of university degree in Human Resources, Accounting, Finance, Auditing or related field and at least three (3) years of experience in the field Of human resource administration/management, administrative support or development programming is required.
•   Fluent in English language (excellent written and oral communication skills) and proficiency in word processing is required. Computer and Language proficiencies will be tested.

Salary Range: GHC89,574.00 — GHC 134,366.00 p.a., equivalent to FSN-IO (depending on qualification, experience and salary history).
