The U.S. Embassy in Accra, Ghana is seeking an individual for the position of HV/AC TECHNICIAN in the Facilities Maintenance Section of the Embassy. POSITION NO: A52007

BASIC FUNCTION OF POSITION

•   Incumbent shall be responsible to the Facility Engineers for the performance of HV/AC Technical services for Facilities Maintenance for US Government held properties in Accra. S/he interprets drawings and schematics for installation and operation of HVAC/R systems, equipment and components. The incumbent installs, repairs, fabricates, and tests piping and tubing systems, installs, connects, troubleshoots, and maintains HVAC/R controls. S/he services and maintains HVAC/R systems including York air handlers, fan coils and split AC units and maintains and repairs non-electric kitchen equipment as well as manages HVAC/R functions and activities. The incumbent sets up, troubleshoots and repairs prepackaged York commercial chillers and other HVAC/R equipment for proper operation and maintains HVAC/R systems at peak efficiency for precise temperature, pressure, and humidity control. S/he monitors systems operation to ensure efficiency and compliance to technical orders, through the use of manufacturer handbooks, local procedures, codes, and directives.

•   The incumbent is responsible for chilled water balancing, servicing and maintaining of VAV boxes, dampers, exhaust and intake fans as well as control systems which includes operation, adjusting, calibrating, and repair of pneumatics, electrical and electronics sensors. S/he is also responsible for installation, operation, and maintenance of hydronic pumps, valves, and accessories and maintains stringent indoor air quality, conduct investigations and provide remediation. S/he evaluates water treatment for heating and cooling systems and ensures compliance with safety and environmental regulations for fuels, refrigerants, and hazardous materials. The incumbent maintains, and repairs HVAC/R equipment and systems and performs recurring maintenance and seasonal overhaul on systems and components.

•   The incumbent uses drawings and schematics to analyze and isolate system malfunctions as well as troubleshoots malfunctions. S/he repairs or replaces components and modifies for specific reasons or to increase efficiency. The incumbent maintains tools and equipments, shop tools and equipments in addition to advising on problems and advises on problems installing and repairing HVAC/R equipment and systems. S/he solves maintenance problems by studying layout drawing, writing and schematic drawings, and analyzing construction and operating characteristics. S/he develops and establishes operation and maintenance procedures to ensure maximum efficiency.

•   The incumbent performs planning activities in addition to performing facility surveys. S/he surveys proposed work to determine resource requirements and prepares cost estimates for in-service work. S/he applies engineering performance standards to plan and estimate jobs and coordinates plans and other activities.

Qualification Required & Experience

•   Completion of Secondary School and basic HVAC/R course (Level Two) is required.
•   Two years of experience in the field of HVAC/R engineering with a reputable company is required as well have two years’ experience in functions such as operation, maintenance, and repair of HVAC/R equipment and control systems. Must be locally licensed at the Journeyman or equivalent level.
•   Level 3 (Good working knowledge)) in English is required. Good working knowledge of the written and spoken language. Job holder will be able to read and understand, for example, regulations, instructions and related material concerning the field of work, and to prepare correspondence and standardized reports. Job holder will be able to communicate effectively with staff and members of the public in the language. Language proficiency will be tested.
•   Must have knowledge of principles of HVAC/R systems, controls and components; combustion systems, air and water balancing; non-electric kitchen equipment; industrial air compressors; interpreting drawing and schematics; fundamentals of HVAC/R equipment and troubleshooting techniques; industrial water treatment; environmental regulations for fuels, refrigerants, and hazardous materials; and military and commercial publications and environmental regulations.
•   Must be able to use a computer for word processing and provide briefings to the FM, FMS and Facility Engineers on technical issues. Ability to properly use tools and equipment associated with HVAC and ability to use drawing and schematics to analyze and isolate system malfunctions.

•   Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.

Starting Salary: GH¢21, 415 p.a.
