Job Vacancy For Individual Consultant (Operational Manual) At COTVET

The Government of the Republic of Ghana has received financing from the African Development Fund towards the cost of the Development of Skills for Industry Project (DSIP) and intends to apply part of the agreed amount for this loan/grant to eligible payments under the contract for the engagement of a short term individual consultant.

COTVET now wishes to recruit a short term individual consultant to prepare a project operational manual for the DSI Project. COTVET invites individual consultants to express their interest in the provision of services of the said Technical Assistance to serve as a Consultant.

To develop a Project Operational Manual that will serve as a blueprint to ensure effective coordination and implementation of the DSIP.

Scope of Work/Key Responsibilities

•   Reporting to the Project Coordinator, the consultant will carry out the following activities and tasks:
•   Study existing documents on DSIP including the Project Appraisal Report, various Aide Memoires, Loan and Grant Agreements, Environmental & Social Management Plan and any relevant project documents,
•   Synthesize and analyze available project data
•   Synthesize and analyze other AfDB Projects
•   Organize consultative sessions with MoFEP, MoE, COTVET, GHFO of the AfDB and
•   Develop the Project Operations Manual and the relevant standard forms and annexes

Qualification Required & Experience

The Consultant must possess the following:

•   An advanced degree in Education, Social Sciences, Economics or a related field
•   An understanding of the Ghanaian private sector;
•   An appreciation of Ghana’s educational system as it relates to TVET;
•   At least five (5) years’ experience in donor project in an educational sector;
•   Extensive experience in organizational development and management systems;
•   Outstanding report writing skills, utilizing analysis of both qualitative and quantitative data.
