The Africa Business Unit manages four operations in Ghana, Tanzania, and Guinea, producing more than 1.1 Moz per year. The Business Unit is seeking an experienced and self-motivated person to join its Human Resources Department.
The Opportunity
To manage and control the overall life cycle of procurement and contracts to ensure the accuracy, completeness, legal and regulatory compliance for medium and large projects in the Africa Business Unit (ABU) Project. The role holder ensures that all procurements and contracts are cost effective, achieves quality and local content requirements through effective engagement of relevant stake holders.
Additionally, advising on all relevant medium and large projects undertaken by the Mines in the Business Unit to ensure compliance with OHSAS 18001 and ISO 14001 Implementation principles within the area of accountability for both permanent and contract employees
Accountabilities:
• Modelling behavior that is consistent with the AGA Safety Vision and Values, assisting in driving a culture where Safety is our first value, and providing support for incident/accident investigations where required.
• Governance, commercial due diligence, and support to capital projects procurement and contracts to ensure the compliance of all relevant AGA’s standards.
• Ensure the health and safety of all personnel associated with the projects.
• Organize, and manage all procurement and contract documents related to the project, including contract policies, procedures, and standards.
• Management of procurement and contract registers, documents, and templates as it relates to local content, Pre-qualification and preferred bidders list.
• Develop and implement a procurement and contracts Management Plan for medium and large projects.
• Review the project procurement and contracts plan in in line with the scope of works, schedule, costs and quality standards.
• Coordinate the Request for Tender (RFT)/Request for Proposal (RFP), tender analysis, evaluation, and award process in line with project deliverables.
• Manage accurate registers for all correspondence, Variations, Warranties, and Retentions for procurement and contract work packages.
• Ensure effective management of the expediting function for the procurement and contracts relating to direct purchases, site works and services.
• Ensure effective management of tendering process for direct purchases, site works and services.
• Oversee the tender proposal process, package preparation, issuing tender packages to market, reviewing, and analysing responses.
• Oversee the preparation of commercial analysis and recommendation for award for management to support the decision making and award process.
• Review all clarifications and qualifications to tender terms and conditions and develop strategies to optimise outcomes.
• Coordinate the technical and commercial alignment process, liaise with legal to ensure the AGAG position is protected with regards to risk, and documents are executed in a timely manner and in line with budget, schedule and quality expectations.
• Liaise with legal to ensure preparation of contract and supply agreements support project needs and outcomes.
• Ensure all aspects of commercial, legal, and financial corporate governance are implemented in accordance with AGA standards.
• Support the implementation of site initiatives such as fatigue management, Diversity & Inclusion, wellness programmes and mentorship Programme etc.
• Identify and report compliance violations and assist with investigations.
• Build capacity of team members on compliance related matters (e.g., communications regarding bribery/corruption, ethics, conflicts of interest, gifts, etc.).
• Ensure the project contracts meets its environmental, community and other obligations as prescribed in the AGA policy.
Qualification Required & Experience
• A bachelor’s degree in commerce, Supply Chain, Procurement, Logistics or equivalent.
Experiences
• At least 10 years relevant experience in procurement and contracts management for medium and large projects.
• Strong interpersonal, influencing and communication skills.
• Ability to take a business perspective in managing multiple competing priorities and reconciling these with the project’s strategic priorities.
• Demonstrated strategic and analytical thinking.
• Demonstrated capacity to make sound short-term tactical decisions – quickly assembling and interpreting data to successfully action priorities.
• Commercial acumen relevant to the role
• Demonstrated capability in organising work, setting priorities, and exercising sound independent judgement.
• Strong ability to lead and work effectively with people, including leading high performing professional teams.
• Demonstrated capability and willingness to explore and embrace different cultures.
