Job Vacancy For M&E Specialist
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) - is a public-benefit federal enterprise working in more than 100 countries worldwide. Project Brief:
• The programme Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) supports public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level.
• PAIReD works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in partnership with the Ministry of Finance in Ghana and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The programme cooperates with ministries and national authorities, civil society organizations, as well as 60 districts. PAIReD supports the capacity development of its partners for making the public financial management system more transparent, fairer, and more effective. It advises national institutions and
partner districts on developing data-based plans and inclusive planning processes, strengthening the linkages between land-use plans and development plans with an associated budget and expenditure. PAIReD also cooperates both with state and non-state actors to curb corruption through joint actions.
Scope of Role
• In your role you you will be part of the M&E and Communications Team of the programme Participation, Accountability and Integrity for a Resilient Democracy (PAIReD).
• You take responsibility for further developing and implementing the existing monitoring and evaluation system for the programme.
• You ensure alignment with donor M&E frameworks and logframes and support strategic decision-making
through evidence-based reporting. You are responsible on an ongoing basis for collecting, preparing and providing all relevant data and translate this information into results and impact stories
Tasks:
• Further develop and manage the M&E system for the programme in line with donor and organizational requirements.
• Lead data collection, analysis, and visualisation efforts.
• Ensure data quality assurance and compliance with donor reporting frameworks (BMZ, EU and SECO).
• Conduct surveys and tracer studies as well as spot checks to ensure data quality with partners
• Strengthen the capacities of all relevant actors regarding M&E.
• Develop high-quality reports, success stories, and case studies.
• Contribute to knowledge management activities of the programme, including knowledge generation, knowledge sharing, and utilization.
• Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description
Qualification Required & Experience
• University degree MA/MSc in M&E, Development Studies, Statistics, Economics, or a related field.
• Minimum 5 years of relevant experience in M&E roles, preferably in international development projects.
• Proven experience with M&E and reporting frameworks for donor-funded projects (BMZ, EU and SECO experience highly desirable).
• Strong analytical, problem-solving and report writing skills with strong attention to detail.
• Very good working knowledge of computer applications (e.g. MS Office) and digital data collection and analysis tools (e.g. Kobo Toolbox, Power BI etc.).
• Good understanding of project cycle management of development programmes.
• Excellent communication skills in English.
• Strong interpersonal and team skills, target orientation and ability to perform task without supervision.
• Willingness to travel.
